southburlington VERMONT SPECIAL CITY COUNCIL 18 JUNE 2025 The South Burlington City Council held a special meeting on Wednesday, 18 June 2025, at 8: 15 p. m., in Room 301, 180 Market Street, and by Zoom. MEMBERS PRESENT: T. Barritt, Chair; E. Fitzgerald, L. Smith, A. Chalnick ALSO PRESENT: J. Baker, City Manager; Chief S. Locke, Deputy City Manager; T. Bailey 1. Pledge of Allegiance: The Pledge of Allegiance was recited. 2. Instructions on exiting the building in case of emergency and review of technology options: Ms. Baker provided instructions on emergency exit from the building and reviewed technology options. 3. Additions, deletions or changes in the order of Agenda items: No changes were made to the Agenda. 4. Comments and questions from the public not related to the agenda: Mr. Bailey thanked the Council for the appointments to the Economic Development Committee. He noted that Chris Carrigan had wanted only a 2- year term, but the appointment was for a 3- year term. He asked that the Council reduce the term to 2 years so Mr. Carrigan doesn' t have to resign after 2 years. PAGE 1  5. Discuss Applicants to serve on the City Council and provide direction to Staff: Members agreed to begin the discussion in an executive session. Mr. Smith then moved that the Council enter into executive session, pursuant to 1 V. S. A. Section 313( a)( 3) for the purpose of discussing an appointment of a public officer, inviting into the session Ms. Baker and Chief Locke. Mr. Chalnick seconded. Motion passed 4- 0. The Council entered executive session at 8: 18 p. m. and resumed open session at 8: 42 p. m. Mr. Barritt then advised that the Council will interview candidates for the City Council at its 30 June meeting, then meet in executive session to discuss the candidates, and come out of executive session to make the appointment. 6. Other Business: No other business was brought forth. As there was no further business to come before the Council Mr. Smith moved to adjourn. Ms. Fitzgerald seconded. Motion passed unanimously.
