6. Consideration and possible action to authorize Mayor Joe Soto to sign a request from
Seaway Crude Pipeline, LLC acknowledging transfer of rights, interests and obligations in
a 36” pipeline to Seaway Intrastate, LLC; reference City of South Houston Pipeline #3
7. Consideration and possible action on approval for the City of South Houston Economic
Development Corporation to pave the 1400 block of Missouri Street between Alabama
Street and Jackson Street. Project # 163. Estimated cost $48,700. (First Reading)
8. Consideration and possible action on a Resolution amending the City of South Houston’s
Personnel Policy section on Vacation Leave to allow vacation to be taken in increments
of one (1) hour
9. Consideration and possible action regarding a resolution consenting to a fence and sign
encroachment on a portion of City easement surrounding and encircling a City block
consisting of LOTS 1, 2, 3, and 4 of Block 189 of the City of South Houston, Texas by the
Sunstone Oz Fund South Houston LLC, the owner of Lots 1, 2, 3, and 4 of Block 189 of
the City of South Houston, Texas, hereinafter called “OWNER”. (Whereas The Owner has
asked permission to construct, install and maintain a fence and a monument sign
partially on the City easement that completely encircles the 4 lots at points and
locations described on the attached sketch. Certain conditions shall apply to the grant of
a Consent to this Encroachment.)
10. Consideration and possible action on the minutes of the regular council meeting held on
November 23, 2021
11. Consideration and possible action on Finance Resolution No. 2021-23 authorizing
payment city vendors and contractors submitting invoices

Houston was posted on the bulletin board at City Hall of said city, a place convenient and readily accessible to the
general public at all times on Friday, DECEMBER 10, 2021 at 11:30 a.m. and will remain so posted for at least 72
continuous hours proceeding the scheduled meeting time of said meeting.
The City Council reserves the right to convene in Executive Session at any time deemed necessary for the
consideration of confidential matters under the Texas Government Code, Sections 551.071-551.084.
