STUDY MEETING
A. Welcome, Roll Call, and Introduction: By Mayor Dawn R. Ramsey
Mayor Ramsey welcomed everyone present and introduced the meeting.
B. Invocation: By Council Member Patrick Harris
Council Member Harris offered the invocation.
C. Mayor and Council Coordination
Mayor Ramsey brought up Local Officials Day for The League, at The Salt Palace on January
17.
D. Discussion/Review of Regular Council Meeting
Mayor Ramsey noted that she will be leaving a little early from the council meeting and asked to
amend the agenda for the council meeting to nominate a Mayor Pro Tempore, along with
switching Items H.1. and H.2.
Assistant City Manager Jason Rasmussen reviewed the reasons for wanting to switch testing labs
for drinking water samples, and the reasons for wanting to avoid the bidding process.
Mayor Ramsey continued reviewing the council meeting agenda.
Council Member McGuire asked if there was any additional feedback from the open houses held.

Council Member Shelton added that there have been some challenges with the bike courses at
Bingham Creek, and the board has been consulting with some mountain bike clubs to make some
modifications to the course to allow for better use. He suggested talking to some of those same
groups for input on this proposed course.
City Manager Dustin Lewis responded that three of our city engineers are mountain bike club
coaches, with access to that type of input, and they are the ones who have been helping design
this project.
Council Member Shelton motioned to recess the Combined City Council & Redevelopment
Agency Study Meeting and move to Combined City Council & Redevelopment Agency
Executive Closed Session. Council Member Harris seconded the motion; vote was 5-0,
unanimous in favor.

commercial injury to, or confer a competitive advantage upon a potential or actual

E.4. Discussion of pending or reasonably imminent litigation.
Council Member Harris motioned to adjourn the Combined City Council &
Redevelopment Agency Executive Closed Session and return to the Combined City Council
& Redevelopment Agency Study Meeting. Council Member Zander seconded the motion;
vote was 5-0 unanimous in favor.

motion; vote was 5-0 unanimous in favor.

Notice is hereby given that the South Jordan City Council will hold a Combined City Council &
Redevelopment Agency Study Meeting at 4:30 p.m. on Tuesday, October 17, 2023, in person in the City
Council Work Room, located at 1600 W. Towne Center Drive, South Jordan, Utah and virtually via Zoom
phone and video conferencing. Persons with disabilities requesting assistance should contact the City
Recorder at least 24 hours prior to the Meeting. The Agenda may be amended, and an Executive Session
may be held at the end of the Meeting. Times listed are approximate and may be accelerated or delayed.
In addition to in-person attendance, individuals may join via phone or video, using Zoom. In the event the
Meeting is disrupted in any way that the City in its sole discretion deems inappropriate, the City reserves
the right to immediately remove the individual(s) from the Meeting and, if needed, end virtual access to
the Meeting. Reasons for removing an individual or ending virtual access to the Meeting include but are
not limited to the posting of offensive pictures, remarks, or making offensive statements, disrespectful
statements or actions, and other any action deemed inappropriate.
Ability to participate virtually is dependent on an individual’s internet connection. Instructions on how to
