REGULAR MEETING A. Welcome, Roll Call, and Introduction to Electronic Meeting - By Mayor Dawn Ramsey Mayor Dawn Ramsey welcomed everyone and introduced the electronic meeting. She excused Council Member Marlor, who was unable to attend. B. Invocation – By City Manager Gary Whatcott Manager Whatcott offered the invocation. C. Pledge of Allegiance – By Director of Public Works Jason Rasmussen Associate Director of Parks Joey Collins led the audience in the Pledge of Allegiance in Director Rasmussen’s absence. D. Minute Approval D.1. September 20, 2022 City Council Study Meeting Minutes D.2. September 20, 2022 City Council Meeting Minutes South Jordan City 2 City Council Meeting October 4, 2022 Council Member Shelton referred to page 13 of the packet, in the study meeting minutes, noted that he had asked about using residential as part of redevelopment of the district; it is written as retail. Council Member Shelton motioned to approve the September 20, 2022 City Council Study Meeting minutes with the above correction, and the September 20, 2022 City Council Meeting minutes as printed. Council Member McGuire seconded the motion; vote was unanimous in favor. Council Member Marlor was absent from the vote. E. Mayor and Council Reports Council Member McGuire discussed the Arts Council’s latest mural project and showed pictures of him and his son at the unveiling. He met with Representative Teuscher to discuss upcoming legislative issues. He met with a developer regarding some land on the west side of the city. He wishes that could be preserved as open space, but that’s not an option. He noted that sometimes residents feel like their voices aren’t heard in decisions that are made, but he had a resident reach out regarding tree pruning on their street and he was able to contact City Manager Whatcott and come up with a more efficient way to inform residents ahead of time. He thanked the resident for reaching out. Council Member Zander visited with Laurie Stringham from the County Council at Large, and she is pleased with her service there. A resident submitted a permit for changes to her yard, and asked Council Member Zander to try and rush the process along. Staff was so fast and efficient, they showed up to help her before Council Member Zander was able to contact anyone. The building permit department did a wonderful job and it was very much appreciated by that resident. Council Member Harris met with our seniors and had lunch with them for the patriot luncheon; he thanked everyone for their service with the seniors in our city. Along with others, he met with Senator Lincoln Fillmore and discussed his agenda. He also had dinner with our firefighters at the station where there was a dunk booth, and his wife and kids got dunked. It was a lot of fun with a BBQ contest, and he noted that we have a wonderful crew of firefighters. He got a view of the land out west and discussed some of the potential ideas. He met with the South Valley Sewer Board, he had a tour and a board meeting. There is a proposal to change boundaries for the sewer board service area. That’s a big deal for us, so there will be a presentation on that in the near future to understand those changes. Council Member Shelton also met with Representatives Teuscher and Fillmore, he appreciated those conversations. He is hopeful we can persuade them to vote our way when it comes down to decision time. He visited with the Senior Advisory Committee last week, they are making lots of plans. He went to Herriman’s community partner’s lunch and it was fun to visit with folks from around the southwest part of the valley. He attended the Jordan Education Foundation, where the mayor presided and represented the city well. There were some interesting presentations, and three of the five presenters were residents of South Jordan and experts in their fields. One gentleman from the Kem C. Gardner Institute shared that he thinks interest rates will continue to South Jordan City 3 City Council Meeting October 4, 2022 go up and noted that he felt like a mortgage rate below 7% was stimulating for housing. He had a resident contact him to complain of some construction equipment right in front of her home. He contacted City Engineer Brad Klavano about it and the equipment was moved immediately. He appreciated that, as did the resident. Mayor Ramsey thanked those who attended the lunches with our state representatives, and she is looking forward to those additional lunches coming up. The Utah League of Cities and Towns has a lot going on, and discussed who was going to the conference starting tomorrow. There is a great opportunity to highlight our city there and similar to the Gold Star Family Monument dedication, the Bingham High School drumline, South Jordan Middle School Choir, and some Aspen Elementary students will be performing or participating in the opening portion. Our fire department will also be coming to help lead the pledge of allegiance with a flag ceremony. Mayor Ramsey noted there are also some important policy proposals and negotiations going on right now that affect our city. She had a Unified Economic Opportunity Meeting where our city wasn’t directly named, but was clearly referred to as “well intended” but not understanding the consequences of our water reuse plan. It was said very respectfully, and they indicated that the city didn’t understand that if we reuse water it will ruin the Great Salt Lake, making it worse. We know that’s not quite right, and we have a lot of work that has been done to ensure the project will not be harmful to the Great Salt Lake. We are actually working proactively with legislative leadership to provide additional context and education, along with working with water professionals to round out the discussion and enlighten everyone about the uniqueness of this and why it will not be detrimental. Attorney Loose added that the representative who made those comments is just repeating what has been told to them by others. They have invited them to come visit the project, and staff will continue to work with them and other leadership to help them understand more. One of their misconceptions was that we were West Jordan, and the other issue was that they needed more information on direct use. As more info gets out, that narrative will be corrected, but it will take a while. Mayor Ramsey had a visioning exercise with the executive team of EDC Utah, and a good meeting here with UTA, about a project being worked on that we wanted to help them understand more of where we’re coming from. She went to the Rio Tinto Kennecott Mine for an event announcing the expansion of their underground mining efforts, along with the clean vehicles being used to do that. While there, the mine discussed taking Herriman’s City Council on a tour of the mine, and having our council take the same tour was discussed. They closed the tour season in October, so it probably won’t be until the spring but she is looking forward to that. We need to understand their long range plans for the mine, and the underground mining expansion will allow many more years of mining success for them. There was a great economic summit this morning, the Southwest Economic Summit, which included many presenters from South Jordan as mentioned earlier. She thanked Congressman Burgess Owens for coming to visit with our youth council yesterday. Staff received a call from Senator Romney’s office as a follow-up for the water reuse project we are doing. He was going to be in town and asked if staff South Jordan City 4 City Council Meeting October 4, 2022 had 30 minutes to meet with him and walk him through it. It was a small group and quick tour, but it was a treat to show it to him as he understands infrastructure and was very supportive of it. F. Public Comment Mayor Ramsey opened the public comment portion of the meeting. Luane Jensen (Resident) I am here to invite the council to our Veteran’s Day breakfast, which will be November 5 from 9:00 a.m.-11:00 a.m. If any of you can make it, I would appreciate it. I just want to thank the city for supporting this, thanks City Manager Gary Whatcott. I do appreciate it, and anything we can do for the veteran’s is little for what they’ve done for us. I would really like to thank the city, I would really like to thank Community Center Supervisor, Jamie Culbertson as she is always there for us, lets us use the community center, and she is there with us all the time and I do appreciate her. I appreciate Director of Administrative Services Melinda Seager, and her help. Finance Billing Manager, Lori Day and youth council, it takes quite a few, and our historical committee even though we’re not meeting other than the memorial day program; they are all coming to help and they are all on board. I want to thank everybody for wanting to do that, and to help us. Council Member Harris will be there as the MC and the mayor has been gracious enough to speak. We have it all together and I wanted to thank all of you and appreciate you and what you do for the veterans for the city. I came to the Gold Star Families dedication and I didn’t understand what it was all about. I had a little heartburn because I thought there is a lot of veterans that come back not good, but then I found out it was for the Gold Star Families and I thought “yay.” Thank you mayor for doing that, it was a wonderful evening. Tracy Miller (Resident) You all know me as a member of the Jordan Board of Education, representing about half of South Jordan; I am also a resident of South Jordan City and I hope you all know how lucky you are to have Luane Jensen living in your city. I love hearing about the involvement of students that live in Jordan School District, and here within South Jordan City, at the Utah League of Cities and Towns the next few days; that is fantastic. I was also at the Gold Star Memorial dedication and it was so great to see students from South Jordan Elementary and Bingham High School there also. I am here today as a candidate, running for re-election for the Jordan School Board because I believe in Public Education; it is so important to our future. Our kids are growing up in a challenging world, and we need to give them every opportunity to succeed. It is also important to our economy. I was at the economic summit this morning, very good job with that Mayor Ramsey. Again, we talked about the importance of having an educator workforce and we need to continue to provide a high quality education for our kids; we do that by having great teachers in the classroom and involving parents in their students’ learning. I have a proven track record of supporting our teachers. We have worked hard to increase teacher compensation, to provide more prep time and more professional development for our teachers so we can attract and retain great teachers within our district. I also have a proven track record of working with parents, grandparents and community members to listen, collaborate, and work together to solve problems as we continue to improve as a district. Monty Croft (Resident) I addressed the council two weeks ago, and presented some pictures of my property that I was concerned about, hence why I am here again tonight. The last words mayor that you said to me as I was walking away was “we’ll get back with you,” and I haven’t South Jordan City 5 City Council Meeting October 4, 2022 heard anything from you or anyone from South Jordan on this issue. On September 23 the irrigation water was shut down, and I know they shut it down early because we have a water shortage. This is one of the situations that I have been told is why this retention pond is in my backyard. I am really sorry there were some comments made two weeks ago about the farmers that are behind me, and the issue there with contention and discord, I don’t want any part of that. Whatever has happened between South Jordan and them is not my beef, and I want you to know that. I just have more than a third of my property being taken up by this retention pond and I just would like to have it filled in. I bring up the waters because that is one of the reasons this was put into place was for an overflow. I have been here for 12 years, and I even brought it to the attention of many people through emails and phone calls, telling them to come look, there is no water. I would really like to see what we can do about addressing this issue. Mayor Ramsey wasn’t sure what kind of update there is, but she gave her word that Mr. Croft would hear from someone in the near future with an update. Attorney Loose apologized for the confusion, staff was under the impression he was going to submit a GRAMA request for those details; that’s what staff was waiting for. Mr. Croft has spoken with Director Klavano in the past, but it has been pushed around and he has heard this for 12 years; he does love living here in the city. G. Presentation Items G.1. Proclamation in recognition of Kelly Causi for Outstanding Service to the Community (By Mayor Dawn Ramsey). Mayor Ramsey read the proclamation above and thanked Kelly Causi for her service. G.2. Recognizing Mick Florin for his years of service as Chair of the Senior Advisory Committee (By Director of Recreation Janell Payne). Director Payne said Mr. Florin has been serving as the chair for a while, and she was impressed by his concern for the seniors, checking in and reached out to them during Covid. He will still be on the committee, but someone else will be serving as the chair. Mr. Florin was presented with a gift to thank him for his service. Mayor Ramsey recognized the two youth council members in attendance and thanked them for their time and service. H. Action Item H.1. Resolution R2022-42, Appointing members to the Senior Advisory Committee (By Director of Recreation Janell Payne). Director Payne noted that Walter Busch was unable to attend tonight, but that the council was able to meet him at a previous meeting and talk with him. Staff recommends the appointment. South Jordan City 6 City Council Meeting October 4, 2022 Council Member Shelton motioned to approve Resolution R2022-42, Appointing members to the Senior Advisory Committee. Council Member McGuire seconded the motion. Vote was unanimous in favor. Council Member Marlor was absent from the vote. I. Public Hearing Items I.1. Ordinance 2022-15, Replacing Chapter 5.62 of the South Jordan Municipal Code with a new Title 14 regulating Residential Facilities for the Disabled (By City Attorney Ryan Loose). RCV Attorney Loose explained where this was currently in the code, and why they would like to move it to a new title. This updates us with current law, and is not a huge change from what we already had. Council Member McGuire motioned to approve Ordinance 2022-15, Replacing Chapter 5.62 with a new Title 14. Council Member Shelton seconded the motion. Council Member Shelton asked to clarify that this is just cleaning up language and giving it a space of its own, instead of being lumped in with other sections. Attorney Loose clarified that nothing significant changed, only a few tweaks. There is one current application for a place off 11400 South and they’ve had a few residents call about it. It will be processed under the old rules, and if they want it processed under the new rules they would just have to re-file it after the change. Roll Call Vote was 4-0, unanimous in favor. Council Member Marlor was absent from the vote. J. Staff Reports and Calendaring Items Deputy City Manager Dustin Lewis discussed the strategic planning meeting next week, and how staff has been meeting to work towards that. That will all be reviewed at the meeting to make sure things line up with the council’s plans. As a staff, they have identified eight strategic areas they would like to have questions answered on, so they can better prepare their budgets. He noted there will be some emails sent out with topics that need to be discussed. The first section will be spent working through those priorities, then talk about a possible city tagline, some tax policy, the compensation policy, as well as service levels. In the November meeting they will discuss their IT strategic plan, potential annexations, parking policies and Summerfest. Mayor Ramsey is looking forward to a potential tagline to being discussed. Attorney Loose asked the council if they like the legislative luncheon format, and most of the council responded yes. Congressmen Owens’ visit yesterday was solely for the youth council, but he really wants to see the council and mayor when he comes next week and is giving them 90 minutes. They will meet him at tank 5B, out by 11800 South and 5600 South Jordan City 7 City Council Meeting October 4, 2022 West. They will tour the tank, as we are asking him for help with a new tank project on the west side. After that, they will head to the re-use project as he wants to see that as well. Mayor Ramsey brought up the concept of Sister Cities, and that we don’t have one. She would like to discuss possibly looking for a sister city in the future. Council Member Harris motioned to adjourn the City Council meeting. Council Member Zander seconded the motion; vote was unanimous in favor. Council Member Marlor was absent from the vote.
