Approval of extension of premise for the "Class B" Combination license held by Moran's Pub, LLC/James Moran, Agent for a 3 day pop-up bar March 15, 2019 through Sunday March 17, 2019 be- tween the hours of 11:00 a.m. and 11:00 p.m. d. Motion to adopt the items in the consent agenda. 2. Discussion/possible motion to cancel the April 2, 2019 Common Council meeting due to the Spring Election. 3. Discussion/possible motion on the proposed amendment to Sections 15.14 and 15.15 of the Municipal Code establishing permitted and Conditional Uses in the M-1 Manufacturing and M-2 Industrial zones. Discussion/possible motion regarding the termination of TID No. 4 and to authorize the distribution of any excess increment to overlying taxing districts. Council Agenda — March 5, 2019 HUMAN RESOURCES - P. Clark 5. Discussion/possible motion regarding salary and paid time off for two sewer maintainer candidates. LEGISLATION & PERMITS COMMITTEE - L. Pieper 6. Discussion/possible motion on application for bartender license filed by Ximena Restrepo, 4912 S. 19th Milwaukee, for the 2018-2019 license period. PUBLIC WORKS AND PUBLIC PROPERTY - D. Bartoshevich 7. Discussion/possible motion to authorize the City Engineer to finalize the Milwaukee Avenue Streetscape plans based on the February 2019 progress set and authorize an advertisement for bids when contract documents are complete. 8. Motion to authorize the City Engineer to advertise for bids for pavement rehabilitation of Edgewood Avenue (3rd to 4th) and 3rd and 4th Avenues (Edgewood to Williams) as designated in the 2018-19 Capital Improvement program. Discussion/possible motion to approve the Conditional Use Permit to construct a detached garage exceeding 15 feet in height at 906 Emerson Avenue, zoned R-A Residential, pursuant to plans sub- mitted. 10. Discussion/possible motion to approve the Conditional Use Permit to use an existing building and paved lot for used auto sales at 1645 Rawson Avenue, zoned C-2 Commercial, pursuant to site and building improvement plan submitted dated February 21, 2019, with added landscape screening along the south fence line. REPORTS OF THE MAYOR MISCELLANEOUS BUSINESS - Jackie Ove, Public Health Administrator 11. Discussion/possible motion to approve the Health Department to enter into an agreement with Health Care Education and Training to fulfill the requirements of the Advancing a Healthier Wisconsin En- dowment grant. MISCELLANEOUS BUSINESS - City Attorney Smith 12. Motion to convene into close session pursuant to Wis. Stat. 19.85 (g) to confer with legal counsel for the governmental body who is rendering oral and written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved, specifically to discuss potential litigation related to the opiate crisis. 13. Motion to return to open session and take and necessary action on closed session items. Adjourn.
