OF THE COMMON COUNCIL
REGULAR MEETING
OCTOBER 7, 2025
The regular meeting of the Common Council was called to order at 7:00 p.m. on October 7, 2025, by
Mayor Jim Shelenske in the Common Council Chambers at South Milwaukee City Hall, 2424 15th
Avenue, South Milwaukee, Wisconsin. On roll call, Ald. Brett Briesemeister, Ald. Craig Maass, Ald.
Michal Olechowski, Ald. Joe Bukowski, Ald. Lisa Pieper, Ald. David Bartoshevich, and Ald. Peggy Clark
were present. Ald. Tim Backes was excused.
The meeting was prefaced with the Pledge of Allegiance.
Under President of the Council, Briesemeister/Maass moved to adopt the following items in the consent
agenda: a) Approval of minutes from the September 16, 2025, Common Council meeting, b) Approval
of an application for a Temporary Class “B” Beer license by Divine Mercy Parish for a Trivia Night event
located at 695 College Avenue on November 8, 2025, from 6:00 p.m. to 10:00 p.m., and c)
Appointment of Robert Spircoff as the Public Member the Joint Review Board. Motion carried 7-0.
Under Plan Commission, Briesemeister/Maass moved to suspend the rules to allow for giving the first, second,
and third readings on ordinances. Motion carried 7-0.
Briesemeister/Maass moved to direct city staff to draft an ordinance to permit a chicken and fowl pilot
program in the City of South Milwaukee. Motion failed 3-4 (Bukowski, Pieper, Bartoshevich, and Clark
voted no).
Briesemeister/Maass moved to adopt an ordinance amending subsection §24.33 D.(29) of the South
Milwaukee Municipal Code to remove the prohibition on beekeeping. Motion failed 3-4 (Bukowski,
Pieper, Bartoshevich, and Clark voted no).
Citizen comment period was opened at 7:35 p.m. and closed at 7:35 p.m.
Under Miscellaneous Business – City Clerk, Ying Xiong, was sworn in as Deputy City Clerk.
Under Finance Committee, Bartoshevich/Clark moved to adopt a resolution amending the established
policy for the allocation of Bucyrus Foundation funds. Motion carried 7-0.
Bartoshevich/Clark moved to authorize a contract with Mueller Communications to provide
communication consulting services for an operational referendum for the South Milwaukee Public
Library, in an amount not to exceed $61,000, with funding from the Revolving Fund budget. Motion
carried 7-0.
Ald Bartoshevich gave a reminder of a Finance Committee meeting on Monday, October 13, 2025, at
6:00 p.m. to discuss the 2026 Operating Budget and 2025 Revolving Fund, with a possible additional
meeting on Thursday, October 16, 2025, at 6:00 p.m.
Under Legislation and Permits Committee, Olechowski/Pieper moved to adopt an ordinance repealing
Section §24.12 and amending Section §24.29 of the South Milwaukee Municipal Code to modify the
truancy ordinance eliminating information ordering juveniles to attend court pursuant to Wisconsin
Statutes. Motion carried 7-0.
Olechowski/Maass moved to adopt an ordinance amending subsection §19.00 G. of the South
Milwaukee Municipal Code repealing the quota for Retail Class A liquor licenses. Motion carried 7-0.
Olechowski/Maass moved to approve an application for “Class A” Liquor License by Mari Cucunato,
Inc., dba Mari’s Flowers Wine and Gifts, 905 Milwaukee Avenue, Mari Cucunato – Agent, for the period
ending June 30, 2026. Motion carried 7-0.
Olechowski/Maass moved to approve an application for Class “A” Beer and “Class A” Liquor License by
Parkway Floral, Inc., dba Parkway Floral, 1001 Milwaukee Avenue, Carly Johnson – Agent, for the
period ending June 30, 2026. Motion carried 7-0.
Olechowski/Maass moved to approve an application for appointment of successor Agent: Alexandria
Backes, Virtue Coffee WI LLC, dba Virtue Coffee, 1234 Milwaukee Avenue. Motion carried 7-0.
Ald Clark left the meeting at 8:21 PM.
Under Public Works and Public Property Committee, Maass/Olechowski moved to adopt an ordinance
to amend Subsection §28.03 A. of the South Milwaukee Municipal Code to establish parking restrictions
between the driveways of 2315 10th Avenue and 918 Marquette Avenue. Motion carried 6-0.
Under Plan Commission, Briesemeister/Maass moved to adopt an ordinance to amend the official
zoning map for parcels 1210 Missouri Avenue and 1216 Missouri Avenue from Z-3 General Urban
Zone to M-1 Manufacturing. Motion carried 6-0.
Under Miscellaneous Business – City Clerk, Briesemeister/Maass moved to adopt a resolution ordering
a Special Election on April 7, 2026 for the Office of South Milwaukee Municipal Judge. Motion carried 6-
0.
There being no further business to discuss, Olechowski/Pieper moved to adjourn the meeting at 8:26
p.m. Motion carried 6-0.
