RECORD OF PROCEEDINGS
SPECIAL COUNCIL MEETING
TUESDAY, MAY 26, 2015 – 7:30 P.M.
MAYOR MATTHEW E. BRETT PRESIDING
MEMBERS PRESENT: Koons, Kostura, Porter, Carroll and Dishong
MEMBERS PRESENT: Binder
OFFICIALS PRESENT: Fiscal Officer Romanowski, Street Commissioner Johnson,
Engineer Haibach
VISITORS: None
Mayor Brett called the Special Council meeting to order and led the Pledge of Allegiance to the
Flag. Fiscal Officer Romanowski read the roll.
BILLS LIST:
Koons moved to ratify the May 15, 2015 bills list #2 in the amount of $12,325.03, seconded by
Kostura. Roll call – ayes, all. Motion carried.
Kostura moved to approve the May 29, 2015 bills list in the amount of $23,717.37, seconded by
Dishong. Roll call – ayes, all. Motion carried.
Binder arrived at 7:32 pm.
2015 ROAD PROGRAM: The bid opening for the 2015 Road Program was held on Thursday,
May 21st at Village Hall. The Engineer stated the base bid for repaving Foxhall, Potomac,
Waterford and Fairfax was estimated at $335,000 and the alternate for repaving Parkland was
estimated at $85,000. There were two bids received, one from Specialized Construction at
$334,703.75 for the base bid and $77,235 for the alternate, and another bid from Ronyak Paving,
Inc. which came in at $358,883 for the base bid and $100,570 for the alternate. Specialized
Construction was the low bidder.
The Fiscal Officer stated that $325,000 was budgeted for the 2015 Road Program and
engineering services. The appropriations will need to be amended whether or not Council
decides to approve the alternate as well. The Engineer estimated his charges at about $22,000 for
the program.
The Mayor suggested that Council approve the base bid and alternate. Kostura and Dishong
agreed with completing the alternate as well. Much discussion followed concerning the proposed
roads for this project including the ratings of the roads and how the rating is determined.

Porter introduced an ordinance amending the appropriations increasing Income Tax transfers
expenses by $111,000 and Street Maintenance expenses $111,000 and declaring an emergency.
Porter moved to waive further readings, seconded by Carroll. Roll call – ayes, all. Motion
carried. Porter moved to adopt, seconded by Carroll. Roll call – ayes, all. Motion carried.
Ordinance 2015-22
Porter introduced an ordinance transferring funds from the Income Tax fund of $111,000 to the
Street Maintenance Fund and declaring an emergency. Porter moved to waive further readings,
seconded by Carroll. Roll call – ayes, all. Motion carried. Porter moved to adopt, seconded by
Carroll. Roll call – ayes, all. Motion carried. Ordinance 2015-23
Porter introduced an ordinance to hire Specialized Construction for the 2015 Road Program for
the base and alternate bid of $411,938.75 and declaring an emergency. Porter moved to waive
further readings, seconded by Carroll. Roll call – ayes, Kostura, Porter, Binder, Carroll and
Dishong. Nay, Koons. Motion carried. Porter moved to adopt, seconded by Carroll. Roll call –
ayes, Kostura, Porter, Binder, Carroll and Dishong. Nay, Koons. Motion carried. Ordinance
2015-24
ADJOURNMENT: Being that there was no further business before Council, Carroll moved to
adjourn, seconded by Kostura. Roll call, ayes - all. Motion carried.
