JOY GLAD JASON KEFFER KEVIN MILLER LORRINA HEISEY GARY COX TARA SHUPE VALERIE FLATTES ELIAS MCQUIAD ELIAS MCQUAID Posted July 29, 2024 CRB 2nd Quarter Report for City Council 2 3 4 Recommendation for SSLPD improvement The South Salt Lake Civilian Review Board (CRB) has reviewed the Use of Force applied in case LK2023-25853 along with the Use of Force review provided by the South Salt Lake Police Department (SSLPD). After review of this case, SSLPD policy, and extensive discussion, the CRB disagrees with the SSLPD findings that the use of force was within policy, specifically the initiation of Arrest Control Techniques (ACT) used prior to handcuffing the subject individual. The CRB found this ACT, in the form of a two-handed push by the officer, applied to the back of the subject individual, initiated while the subject individual was lowering himself to the ground per SSLPD instructions was not in line with policy. In light of this opinion, the CRB recommends the SSLPD review the Use of Force employed in case LK2023-25853 as an opportunity to reevaluate the SSLPD Use of Force policy that the SSLPD found this action to be in line with. And use this opinion to implement changes in the policy that would positively effect change in officers’ use of similar ACTs in similarly situated circumstances in the future. The CRB recommends this opinion also be used in training to inform officers’ actions in the future when confronted with factually similar incidents. In addition, the CRB recommends the SSLPD review this CRB opinion of the use of force in this case with Sergeants and Lieutenants in Commanding Roles to ensure consistent application, review, and approvals with respect to the SSLPD Use of Force Policy. 5
