SOUTH ST. PAUL CITY COUNCIL
MINUTES OF FEBRUARY 4 , 2013
The regular meeting of the City Council was called to order by the Mayor Beth Baumann at 7:15
P.M. on Monday, February 4, 2013.
ROLL CALL :

Councilmembers Hansen, Lehmann, Niederkorn,
Podgorski, Rothecker, Seaberg
Absent, None
Also Present, City Administrator, Steve King
City Attorney, Timothy Kuntz
City Engineer, John Sachi

5) Presentations
Shelly Forester and Jamie Ross gave a presentation on the 9th Annual Relay for Life to be
held on August 9, 2013, at Lincoln Center Elementary. The kick-off event is scheduled for
February 21st at 6:45 p.m. to be held at Central Square.
6) Citizens ’ Comments
Camila Carroll, 111 12th Avenue North discussed the issue of speeding in the alley. Ms.
Carroll would like something to be done as this is constantly happening. This item was
referred to City Staff and the Police Department.

8) Consent Agenda
Moved by Niederkorn/Hansen
Resolved, that the South St. Paul City Council does hereby approve the following:
1. City Council meeting minutes of January 22, 2013
2. Resolution No. 2013-22, approving accounts payable
3. Resolution No. 2013-21, authorizing the hiring of Decision Resource Ltd. To conduct,
analyze, and present to the results of a community survey for an amount not to
exceed $20,000.00

4. Resolution No. 2013-18, approving residential rental housing licenses
5. Resolution No. 2013-19, concurring with the issuance of a lawful gambling exemption
permit for St. John Vianney
6. Resolution No. 2013-20, concurring with the issuance of a lawful gambling exemption
permit for Make-A-Wish Foundation of Minnesota

10a) Met Council Grant – Inflow/Infiltration
Moved by Podgorski/Lehmann
MOVED: To adopt Resolution No. 2013-17, approving a Grant Agreement
between the City and Metropolitan Council.
Motion carried 7 ayes/0 nays
10b) Code Enforcement Officer
Moved by Hansen/Seaberg
MOVED: To approve the WSB & Associates proposal dated January 29, 2013, to
provide code enforcement services beginning in March, 2013.
Motion carried 7 ayes/0 nays
11) Adjournment
Moved by Seaberg/Niederkorn
MOVED: That the meeting of the City Council adjourn time – 7:40 p.m., Monday,
February 4, 2013.
