SOUTH ST. PAUL CITY COUNCIL
MINUTES OF MARCH 18 , 2013
The regular meeting of the City Council was called to order by the Mayor Beth Baumann at 7:15
P.M. on Monday, March 18, 2013.

5) Presentations
Members of the Mayors Youth Task Force gave a presentation on the 2013 All City Food
Drive. The theme for this years’ food drive is “What Will You Bring to the Table?”
Girl Scout Troop 52811 gave a presentation on their Bronze Award Project. Members of the
Troop will create a butterfly garden at Lawshe Park on May 29th. As part of the project, troop
members are asking residents and businesses to adopt butterflies for $10.00 each to be
released during the planting of the garden.
Councilmember Niederkorn introduced the new South Metro Fire Department Chief Mike
Pott.

8) Consent Agenda

Resolved, that the South St. Paul City Council does hereby approve the following:
1. City Council meeting minutes of February 19, 2013

2. Resolution No. 2013-45, approving accounts payable
3. Resolution No. 2013-41, approving residential rental housing licenses
4. Accept letter of resignation from Officer Robert Rasmussen effective April 30, 2013
5. Resolution No. 2013-40, approving business licenses
6. Appoint Mitchell Nelson as a probationary entry level police officer effective April 15,
2013, at a starting monthly salary as outlined in the current LELS contract, contingent
upon POST license eligibility, successful completion of a background investigation,
physical examination and psychological evaluation
7. Approve the position description for the Public Works Director and authorize
recruitment process
8. Resolution No. 2013-42, approving an agreement for professional services between
the City of South St. Paul and WSB & Associates, Inc. for code enforcement services
9. Accept the quote from DLT Solutions in the amount of $16,800.00 for the purchase of
two seats of AutoCAD 3D software
10. Accept the 2012 Planning Commission Annual Report

MOVED: To adopt Resolution No. 2013-38, receiving feasibility report and
calling for public hearings on 2013 Street Mill & Overlay Projects.

9b) 2013 Street Bituminous Removal & Replacement Projects
Moved by Rothecker/Lehmann
MOVED: To adopt Resolution No. 2013-39, receiving feasibility reports and
calling for public hearings on 2013 Street Bituminous Removal and Replacement
Projects.

10a) Linder ’s Flower Market IUP – Southview Shopping Center

MOVED: To adopt Resolution No. 2013-43, approving an Interim Use Permit for
a seasonal flower mart at Southview Shopping Center.

10b) Sanimax Above-Ground Diesel Tank CUP – 505 Hardman Avenue
Moved by Seaberg/Lehmann
MOVED: To adopt Resolution No. 2013-44, approving a Conditional Use Permit
for an above-ground diesel fuel tank at 505 Hardman Avenue.

10c) Permitted Encroachment Ordinance Amendment
Councilmember Niederkorn introduced the following proposed ordinance for its first
reading:
AN ORDINANCE AMENDING REGULATIONS FOR FENCES AS REGULATED IN THE
SOUTH ST. PAUL CITY CODE.
