Members of the Troop will create a butterfly garden at Lawshe Park on May 29th. As part of the project, troop members are asking residents and businesses to adopt butterflies for $10.00 each to be released during the planting of the garden. Overview: Each year the City bids out turf maintenance services including fertilization and weed control, for several parks. The parks include McMorrow Fields, Harmon Park, McGuire Field, Veteran's Field, Lawshe Park, City Hall, Library, Grandview Park, Summit Park, Spruce Park and Northview Park, Concord boulevard areas, Simon's Ravine Trailhead, Kaposia Park entrance and ballfield, airport areas, Lorraine Park and Grand A venue streets cape boulevards. A copy of the proposal is attached. Last year a few other areas were added: Wakota arena, pump houses and water towers. The bid totals are based on having a spring application of both fertilizer and weed control, a fall fertilization but not weed control. This schedule has worked well in the past. Overview: The Community Service Officer (CSO) position is a uniformed, non-sworn position in the Police Department. Primary CSO responsibilities include animal control and support services for the Police Department. In addition to these primary responsibilities, this additional CSO position will allow the Police Department to now handle all vehicle related Code Enforcement violations. The CSO position is an AFSCME Union position requiring an internal job posting. No internal candidates were identified; therefore, the position was posted publically. After conducting oral interviews and a written exercise, Mr. Smith-was identified as a potential hire. This position is supported by the 2013 budget. The Police Department has successfully used its part time CSO program as a means to help identify and train people interested in pursuing sworn police officer positions. Several recent CSOs have moved on to be full time CSOs or sworn police officers. Mr. Smith is currently a student at both Augsburg College and the University of Saint Thomas studying Film Production and Criminal Justice. He has experience with customer service, working with event set-up and support services for Augsburg College. He has also worked as a Resident Advisor at Augsburg College. The Police Department staff feels Mr. Smith will be an excellent addition to the Police Department and recommends his appointment to the vacant part time CSO position. Overview: The City will be implementing a water meter replacement program this year. As part of the meter replacement program, a new water meter with an integrated radio transmitter will be installed on each meter inside every serviced building in South St. Paul. The radio transmitter will allow the City staff to read the consumption on a water meter by driving by with a receiving unit. The City has received a complaint about the possible adverse health effects of radio transmissions. Although the City staff believes there is no health threat from these radios, the Staff and City Council have decide to offer an option for any resident that feels endangered by these radio read units. The City, as part of its bidding process, obtained prices for the following options: 1. Installing the radio transmitter on the outside of the house. The City would incur an additional one-time fee of $200 ($80 for wiring and $120 added charge for installing a separate meter & radio). With a radio transmitter mounted on the outside of the house, remote reading using the drive-by receiving unit is still possible. 2. Installing a touch pad unit on the outside of the building with no radio transmitter. The City would incur an additional one-time fee of $120 ($80 for wiring and $40 added charge for installing a separate meter and touch pad unit). In addition to the one-time fee of $120, the City staff would have to manually read this unit by going up to the house/business and using the touch pad unit to read the meter. The City of St. Paul has done a study of the added costs to staff and billing related to touchpad units. They have adopted a $12 surcharge fee every time the meter is read. This would be quarterly in the case of residential property and monthly in the case of commercial accounts. In addition to these charges, the City Council will have an to adopt an ordinance which will allow the City staff to shut-off someone's water after four separate attempts to access a property to install a new meter has not been successful. The City Code currently has no provision for this event. City Council Report April 1, 2013 Page 2 of2 If the City Council is accepting of these costs and the idea of passing these extra costs on to the owners that do not want a radio-read integrated meter inside their home or business, then the attached ordinance should be adopted. The attached ordinance also contains a provision for water shut-off in the event access to the building cannot be obtained. The plan would be to charge these additional fees starting in January, 2014. The meter replacement program is scheduled to be substantially complete by December 1, 2013. PAUL CITY CODE REGARDING WATER AND RATES AND CHARGES The City Council of the City of South St. Paul does ordain: SECTION 1. AMENDMENT. Article II, Division 2 of Chapter 62, Sections 62-50 - 62-51 of the South St. Paul City Code are hereby amended as follows: Sec. 62-50.- Metering system installation and repair. (a) Connections. Service connections must be connected with a city-installed metering system , which includes the following options: ( 1) A meter with an interior-mounted remote radio transmitter (interior-mounted radio metering system); (2) A meter with an exterior-mounted remote radio transmitter and cable (exterior-mounted radio metering system); or (3) A meter with an exterior-mounted touchpad and cable (external-mounted non-radio metering system). Owners of prope11ies may choose which metering system is installed. The metering system must be accessible to the city at all times .. (b) Meter Installation. The metering system will be installed by the city. Owners will not be charged for the replacement of their existing metering system to an interior-mounted radio metering system, except for new installations where no meter previously existed, or as provided in section 62-50(c). Owners will be charged a meter and installation charge for the replacement of their existing metering system if they choose an exterior-mounted radio metering system or an exterior-mounted non-radio metering system, as established in Chapter 26 of this Code. (c) Maintenance, Repair or Replacement. For exterior-mounted systems only, after initial installation by the city, the owners shall be responsible for maintaining the cables connecting the exterior equipment to the meters. Failure to maintain the cables may result in the discontinuation of water service, as well as the imposition of a service charge. For both interior and exterior- mounted metering systems, the meters and radio transmitters or touchpads will be repaired or replaced by the city without additional charge, if due to ordinary wear and tear. However, the cost of repairs or replacement necessitated because of freezing, hot water or other carelessness, or negligence on the part of the owner or occupant of the premises or their agents will be charged 1 to and collected from the owner or occupant in the same manner in which water bills are collected. Sec. 62-51. - Tampering with meters. It is unlawful to remove the seal from a sealed water meter except for an employee of the city; provided, however, that a duly licensed master plumber in an emergency may remove such seal, but upon doing so must notify the city at the earliest possible time. An intentional violation of this privilege by a master plumber is cause for revocation of the plumber's license. Broken seals will constitute tampering. If it appears that a metering system shows signs of tampering, the owner or occupant must pay a new meter installation charge, pursuant to section 62-50(b) and a penalty fee, as established by chapter 26 of this Code. SECTION 2. AMENDMENT. Article II, Division 2 of Chapter 62, Section 62-55(a) of the South St. Paul City Code is hereby amended as follows: Sec. 62-55. - Discontinuance of water service. (a) General rule. The city may discontinue water service to a consumer for any of the reasons set forth herein. (1) With a notice and hearing having been afforded the consumer, the city may discontinue water service to a consumer whenever the consumer's water bill is delinquent. The term "water bill" means the amount due for water usage charges and sewage charges. A water bill is delinquent if it has not been paid within the time limits prescribed by section 62-52. (2) The city may discontinue service to a consumer in the event of unauthorized use of city water equipment by the consumer or in the event of the consumer tampering with the water meter or with any city water equipment. (3) The city may discontinue service in the event of a condition determined to be hazardous to the consumer, to other consumers of the city waterworks, to the city water equipment, or to the public. No reconnection fee shall be charged by the city to restore service that has been discontinued because of a hazardous condition unless the consumer created the hazard. (4) With notice, service may be discontinued for failure of the consumer to provide the city reasonable access to the water meter or to other city water equipment. (5) Service may be discontinued for failure of any consumer to comply with any provisions of this division relative to the installation of water service. The city will make four (4) attempts to arrange for the installation or replacement of a metering system with the consumer or owner. Service may be discontinued if a consumer or owner fails to allow a new or replacement metering system to be installed after the fourth (4111) attempt. 2  (6) Service may be discontinued when there is fraud or misrepresentation by the consumer or the owner of the premises serviced in connection with an application for service. (7) Service may be discontinued for failing to replace a defective cable within thirty (30) days after receipt of notice ofthe defective cable from the city. (8) Service will be discontinued upon written request of the consumer. SECTION 3. AMENDMENT. The new water metering system will predominately include an interior-mounted remote radio transmitter or in the alternative, either an exterior-mounted radio transmitter that is connected by a cable to a meter in the basement or an exterior-mounted non-radio touchpad that is connected by a cable to a meter in the basement. Absent any negligence or carelessness by the owner or occupant, the city will be responsible for maintenance of the interior-mounted remote radio transmitter, the exterior remote radio transmitter, the touchpad and the meter. The owner or occupant will be responsible for maintenance of the cable connection for the exterior mounted models. SECTION 5. EFFECTIVE DATE. Overview: This is the first project related to the planned $2.5 million dollars in levee improvements. The City anticipates at least one other contract (pumping station replacement). That project is currently waiting on Corps of Engineers approval. If money remains after the 2nd contract, the disposition of the old treatment plant building will be discussed. This project, Phase 1, will perform the following work on the levee system: • Rehabilitate the pipes that run through the levee (de-water, clean, televise, repair and re-line as needed). • Abandon several unused gatewells and pipes along the levee that are no longer needed due to the change in infrastructure (the abandonment of the stockyards, Armour, Swift treatment plant operations, and sewer separation all contributed to the change in the levee system operation). • Repair rip-rap where needed. • Fill animal burrows where needed. • Repair settlements where needed. • Demolition of the old brick pump building at Swift water intake. • Rehabilitate all other gates and structures that are currently in use for flood protection. • Repair cracks in floodwall where needed. • Any other levee repairs noted in the plans. The engineers on this project, Barr Engineering, have completed the plans and specifications. They have been thoroughly reviewed by the engineering and public work staff. The City Attorney has reviewed the specification and contracts, also. The engineering estimate on the construction cost for this portion of the work is $1,425,000. This includes a 10% contingency. Source of Funds: This project is 50% funded by a $1.2 million grant from the State of Minnesota for flood protection. It is a matching grant. Agenda Item: Purchase of Closed Circuit Television System and trailer for Sewer Systems Action to be considered: Motion to approve the purchase of the Closed Circuit Television System and trailer from Flexible Pipe Tool Company in the amount of $83,583 . Overview: We are proposing to purchase the Aries brand sewer inspection camera and recording system. This equipment would be used by staff to inspect and record the condition of our sewer system looking for blockages and flow issues and would allow us to be proactive on need corrections to prevent backups. Viewing and recording sewer lines, like jetting, serves as a means to meet our requirements to perfonn routine maintenance across our sewer system. Another use for this equipment will allow staff to inspect and record the condition of the sewer lines under streets that are being proposed for reconstruction to determine if the sewer should be repaired or replaced. Staff looked at three brands of equipment and had demonstrations from two of the representatives. After looking at all three brands the Aries was the best equipment and is also about $4,000 dollars less than the Ques brand which was also being considered. The cost for the Aries brand includes two days of training and one year warranty. $75,000 was budgeted in the Sewer fund for this item. Originally we planned on installing this equipment into our older water van but upon further review felt it made sense to install the equipment into a dedicated trailer where the equipment can remain for it's useful life and not having it transferred from vehicle to vehicle as they are changed out. Staff feels that having its own home won't expose the equipment to daily wear and tear. Adding a trailer to the package accounts for the additional cost over what was budgeted. Staff feels the sewer fund will be able to absorb the difference. This equipment will be purchased using the State Contract S-986(5).
