MINUTES OF APRIL 1 5, 2013
The regular meeting of the City Council was called to order by the Mayor Beth Baumann at 7:15
P.M. on Monday, April 15, 2013.

5) Presentations
Deb Griffith, Community Affairs Liaison, gave a final presentation on “What will you bring to
the table”. Awards were presented to Lincoln Center and Kaposia Education Center for their
commitment to the food drive. Representatives of Neighbors were present to accept and
acknowledge the efforts of the entire community for this program.
Steve Doody, gave a presentation on the upcoming South St. Paul Public Schools Building
Bond Special Election to be held on May 21, 2013.
6) Citizens ’ Comments
Norma Lee, 1471 Evans Avenue, addressed the City Council regarding her concerns with
the snowplowing around her residence.
Terry Pieper, Commander of VFW Post #295, discussed the Ride for Healing event that will
start on May 27, 2013 and end on June 2, 2013. The week begins on Memorial Day with a
ceremony at the Minnesota Vietnam Veterans memorial. Motorcycles and classic cars will
leave St. Paul and travel to all four corners of the state.

Resolved, that the South St. Paul City Council does hereby approve the following:

2. Resolution No. 2013-68, approving accounts payable
3. Resolution No. 2013-54, approving residential rental housing licenses
4. Resolution No. 2013-55, approving business licenses
5. Resolution No. 2013-52, accepting grants and gifts from the South St. Paul Girls
Fastpitch for funding replacement dugouts at Harmon Park
6. Hire Amy Roudebush as a Budget/Management Specialists in the Finance/City Clerk
Department
7. Resolution No. 2013-59, appointment of Election Judges for the May 21, 2013,
Special School District Election

9. Resolution No. 2013-65, declaring city property as surplus and approving sale
(abandoned bicycles)
10. Resolution No. 2013-63, accepting gift of a Vought SB2U-3 “Vindicator” replica

11. Resolution No. 2013-64, granting permission to allow pancake breakfast on leased
premises to Wipline Real Estate Holdings, Inc.

9a) Public Hearing – 2013-005 Mill & Overlay Projects

MOVED: To adopt Resolution No. 2013-56, ordering improvement and
preparation of final plans and specifications for Mill & Overlay Projects 2013-005.
** Projects to be included: Bromley Street, 20th Avenue North, 21st Avenue North, 23rd
Avenue North, 10th Avenue North, Cullen Street and 16th Avenue North. The City
Council did not include 24th Avenue and Park Lane in this project year.

9b) Public Hearing – 2013-007 Bituminous Removal & Replacement Projects

MOVED: To adopt Resolution No 2013-57, ordering improvement and
preparation of final plans and specifications for Bituminous Removal & Replacement
Projects 2013-007 A, D, G & H.

9c) Call for Public Hearing on Tobacco Violation

MOVED: To adopt Resolution No. 2013-53, order to show cause regarding
tobacco sale violation at Knowlan’s Super Market (225 13th Avenue South).

9d) Set Hearing to Consider the Revocation of a Special Use Permit

MOVED: To adopt Resolution No. 2013-67, setting a hearing to consider the
revocation of a Special Use Permit for 1505 South Concord Street.

10a) Plans and Specifications and Call for Bids for Street Projects

MOVED: To adopt Resolution No. 2013-58, approving the plans and
specifications for street projects and ordering advertisement for bids.

10b) Ordinance – Fees for Water Meter Replacement Program

MOVED: That Ordinance No. 1268, amending Article II, Division 2 of Chapter 62
of the South St. Paul City Code regarding water and rates and charges is hereby passed
and its publication authorized.

10c) Ordinance – Fence Amendment
Councilmember Niederkorn introduced the following proposed ordinance for its first
reading:
AN ORDINANCE AMENDING REGULATIONS FOR FENCES AS REGULATED IN THE
SOUTH ST. PAUL CITY CODE.
10d) Delacy Automotive – Temporary Car Sales IUP – 464 Concord Exchange South

MOVED: To adopt Resolution No 2013-60, approving an Interim Use Permit for
temporary auto sales on the property at 464 Concord Exchange South.

10e) Doyle Parking Variance – 901 Concord Street North

MOVED: To adopt Resolution N0. 2013-61, approving a parking variance on the
property at 901 Concord Street North.

10f) Grant from Mn. Department of Health for Wellhead Protection Planning

MOVED: To adopt Resolution No. 2013-62, approving a grant agreement
between the City and the State of Minnesota for wellhead protection planning.

10g) Joint Powers Agreement with Inver Grove Heights – Henry Avenue

MOVED: To adopt Resolution No. 2013-69, approving a Joint Powers
Agreement with the City of Inver Grove Heights for the bituminous removal and
replacement of Henry Avenue from Airport Road to the north 821.44 feet.

10h) Approve Hire of Assistant Finance Director

MOVED: To hire Clara Hilger as the Assistant Finance Director for the City of
