MINUTES OF MAY 6 , 2013
The regular meeting of the City Council was called to order by the Mayor Beth Baumann at 7:15
P.M. on Monday, May 6, 2013.

5) Presentations
There were no presentations.
6) Citizens ’ Comments
Residents in the area of Spruce Park appeared before the City Council to request that the
basketball hoop be removed. They are concerned about the activities that occur at Spruce
Park and feel by permanently removing the basketball hoop will help resolve these issues.
Staff was directed to remove the hoops.
William Firkus, owner of Bugg’s Place distributed information regarding how much money
the Vietnam Vet’s organization have given to various organizations within the City and wish
to continue this service. They are offering any organization to consider hosting a fundraiser
at Bugg’s Place. Mr. Firkus offered that they will contribute the first ten meat packets as a
donation with amounts to approximately $300.00.

Resolved, that the South St. Paul City Council does hereby approve the following:
1. City Council meeting minutes of April 15, 2013
2. Resolution No. 2013-81, approving accounts payable
3. Resolution No. 2013-72, approving residential rental housing licenses
4. Encroachment agreement for a fence in the City right-of-way adjacent to the property
at 246 19th Avenue South
5. Resolution No. 2013-70, concurring with the issuance of a Minnesota Lawful
Gambling Application for authorization to conduct excluded bingo for South St. Paul
Kaposia Days
6. Proposal from WSB & Associates for $49,976.00 dated April 18,2 013, for surveying
and Geographic Information System Services for our utility systems
7. Resolution No. 2013-73, declaring certain property surplus and authorize the sale of
such property
8. Appoint Jeffrey Sheridan to the Airport Advisory Commission as a member of the
Airport Tenant’s Association
9. Amended encroachment agreement for a fence, a landscape block wall, a boulder
wall, and a slope from an adjacent drainage pond in the City right-of-way adjacent to
the property at 501 Richmond Street East and 500 Malden Street
10. Resolution No. 2013-74, approving business licenses
11. Purchase of LOGIS Permits and Inspections Module with Business Licensing,
Special Assessment tools and ePermits
12. Resolution No. 2013-76, accepting gift from Kaposia Baseball, Inc. for funding
replacement dugouts at McGuire Field
13. Purchase of 2014 International 7500 Dump Truck from Boyer International Trucks in
the amount of $68,372.00
14. Resolution No. 2013-77, approving a Joint Powers Cost Share Agreement with
Dakota County for purchase of aerial photography
15. Accept proposal from Thurnco Roofing & Sheet Metal, Inc. for roof replacement at
Pump House #6 & #7 in the amount of $17,450.00

9b) Hearing – Tobacco Violation at Knowlan ’s Super Market

MOVED: To adopt Resolution No 2013-71, charging licensee an administrative
penalty for a tobacco sale violation at Knowlan’s Super Market (225 13th Avenue North).

9c) Downtown Redevelopment Project Area Plan

MOVED: To adopt Resolution No. 2013-75, calling for a Public Hearing on June
3, 2013, to consider establishing the Downtown Redevelopment Project Area Plan.

at 2315 Caroline Lane.

10b) Dakota Bulk Fertilizer Warehouse CUP Amendment

MOVED: To adopt Resolution No. 2013-79, approving a Conditional Use Permit
for a fertilizer warehouse and related equipment over 50-feet in height on the property at
925 Hardman Avenue.

10c) Dakota Bulk Dredging IUP

MOVED: To adopt Resolution No. 2013-80, relating to zoning; approving an
Interim Use Permit for exterior storage of dredging material for the property at 925
Hardman Avenue South.

10d) Ordinance – Fence Ordinance Amendment

MOVED: That Ordinance No. 1269, amending regulations for fences as
regulated in the South St. Paul City Code is hereby passed and its publication
authorized.

10e) 2011-001 Change Order No. 1

MOVED: To approve Change Order #1 for an increase of $22,769.08 to the
original contract of $1,118,069.20 with Dahn Construction for 2011-001A Richmond
Street/Hardman Avenue – Street Reconstruction project resulting in a final contract
amount of $1,140,838.28.

10f) Temporary On-Sale Intoxicating Liquor Licenses by Commemorative Air Force
