SOUTH ST. PAUL CITY COUNCIL MINUTES OF MAY 20 , 2013 The regular meeting of the City Council was called to order by the Mayor Beth Baumann at 7:15 P.M. on Monday, May 20, 2013. ROLL CALL : Present, Mayor Beth Baumann Councilmembers Hansen, Lehmann, Niederkorn, Podgorski, Rothecker, Seaberg Absent, None Also Present, City Administrator, Steve King City Attorney, Kori Land City Clerk, Christy Wilcox City Engineer, John Sachi 5) Presentations Members of Girl Scout Troop 52811 to discuss their Bronze Award project consisting of a butterfly garden at Lawshe Park. The event will be held on Wednesday, May 29th at 4:30 p.m. Ethan Prochnow gave a presentation on his Eagle Scout Project in which he will be constructing Little Free Libraries that will be placed throughout the City. 6) Citizens ’ Comments There were no citizen comments. 7) Agenda Moved by Seaberg/Rothecker MOVED: To approve the agenda. City Council meeting minutes of May 6, 2013 2. Resolution No. 2013-88, approving accounts payable City Council Minutes of May 20 , 2013 1  3. Resolution No. 2013-83, approving residential rental housing licenses 4. Resolution No. 2013-84, approving business licenses 5. Approve private water service line improvement and special assessment agreement with Brad Huber at 112 Homer Street regarding a private water service line installation 6. Approve private water service line improvement and special assessment agreement with Richard and Kay Nauertz at 116 Homer Street regarding a private water service line installation 7. Accept quote for the 20th Avenue North – Sanitary Sewer Spot Repairs from Northdale Construction in the amount of $44,896.19. 8. Resolution No. 2013-85, accepting the bid and approving fuel purchase agreement with River Country Cooperative 9. Resolution No. 2013-86, approving a Joint Powers Agreement for maintenance of bioretention cells between Dakota County Soil and Water Conservation District and the City of South St. Paul 10. To approve the refund of amount certified to the property at 157 18th Avenue North for delinquent utility bills. Motion carried 7 ayes/0 nays 10a) Special Event License Request – Ride for Wishes – VFW Post #295 Moved by Niederkorn/Rothecker MOVED: To approve a Special Event License for the VFW Post #295 located at 111 South Concord Exchange on June 1, 2013, from 3:00 p.m. to 12:00 midnight subject to the speakers being directed to the east and all applicable noise ordinance requirements be met. Motion carried 7 ayes/0 nays 10b) Authorize SMFD to Use Excess 2012 Fund Balance Moved by Rothecker/Seaberg MOVED: To adopt Resolution No. 2013-82, authorizing the South Metro Fire Department to use excess 2012 fund balance to pay for unbudgeted pay increases. Motion carried 7 ayes/0 nays 10c) Community Garden – Removal and Relocation Moved by Podgorski/Hansen MOVED: To approve the relocation of the Community Garden currently located on Fleming Field Airport property to public space adjacent to the DNR boat launch and City compost site off of Verderosa Avenue. Motion carried 7 ayes/0 nays 10e) Transfer of FAA Entitlement Funds to the City of Morris, Minnesota Moved by Niederkorn/Hansen MOVED: To adopt Resolution No. 2013-87, approving agreements between the City of South St. Paul, the City of Morris, Minnesota and the FAA for the transfer of FAA Entitlements Funds and authorizing the City Attorney to sign the FAA Agreement for Transfer Entitlements. Motion carried 7 ayes/0 nays 10f) Award of Bid – Airport Asphalt Crack Repair Moved by Hansen/Niederkorn MOVED: To accept the bid from Fahrner Asphalt in the amount of $50,140.00 for the 2013 Airport Crack Repair project at South St. Paul Municipal Airport. Motion carried 7 ayes/0 nays 10g) Award of Bid – Hangars 6-8 Roof Replacement – Phase 2 Moved by Seaberg/Lehmann MOVED: To accept the proposal from All Elements Roofing, Inc. for roof replacement on Hangars 6-8, in the amount of &73,256.00.
