SOUTH ST. PAUL CITY COUNCIL MINUTES OF JUNE 3 , 2013 The regular meeting of the City Council was called to order by the Mayor Beth Baumann at 7:15 P.M. on Monday, June 3, 2013. ROLL CALL : Present, Mayor Beth Baumann Councilmembers Hansen, Lehmann, Niederkorn, Podgorski, Rothecker, Seaberg Absent, None Also Present, City Administrator, Steve King City Attorney, Kori Land City Clerk, Christy Wilcox City Engineer, John Sachi City Planner, Peter Hellegers 5) Presentations Greg Kuntz, presented information regarding the 2013 Kaposia Days Celebration and introduced the Kaposia Days queen candidates. 6) Citizens ’ Comments There were no citizen comments. 7) Agenda Moved by Seaberg/Niederkorn MOVED: To approve the agenda. Motion carried 7 ayes/0 nays 8) Consent Agenda Moved by Lehmann/Podgorski Resolved, that the South St. Paul City Council does hereby approve the following: 1. City Council meeting minutes of May 20, 2013 2. Resolution No. 2013-93, approving accounts payable 3. Resolution No. 2013-89, approving residential rental housing licenses 4. Resolution No. 2013-90, approving business licenses Motion carried 7 ayes/0 nays City Council Minutes of June 3 , 2013 1 8e) Appointment of Assistant City Administrator/HR Director Moved by Rothecker/Podgorski MOVED: To continue consideration appointment of an Assistant City Administrator/HR Director to a worksession. Motion carried 7 ayes/0 nays 9a) Revocation Hearing for Randy ’s Auto Sales – 1505 South Concord Street A hearing was held on the termination of the Special Use Permit at 1505 South Concord Street. The City presented testimony by the City Clerk and the City Planner, as well as evidence to support the termination. Randy Jacobson represented himself and offered testimony as to why his Special Use Permit should not be terminated. He had a witness, Erick Gottlieb, also testify on his behalf. No one from the pubic wished to speak. The Council asked questions and deliberated. Moved by Seaberg/Niederkorn MOVED: To adopt Resolution No. 2013-94, adopting findings of fact and suspending Special Use Permit for Randy’s Auto Sales at 1505 South Concord Street. Motion carried 7 ayes/0 nays 9b) Downtown Redevelopment Project Area and Plan Moved by Hansen/Rothecker MOVED: To adopt Resolution No. 2013-91, approving the establishment of the Downtown Redevelopment Area Project Plan. Motion carried 7 ayes/0 nays 10a) Special Event License Request – Bugg’s Bar Moved by Seaberg/Hansen MOVED: To approve a Special Event License for the Bugg’s Bar located at 925 North Concord Street on June 29, 2013, from 6:00 p.m. to 12:00 midnight subject to the speakers being directed to the east and all applicable noise ordinance requirements be met. Motion carried 7 ayes/0 nays City Council Minutes of June 3 , 2013 2 10b) Award of Bid – 2013 Street Projects Moved by Niederkorn/Hansen MOVED: To adopt Resolution No. 2013-92, accepting the bids and awarding base bid for the Mill & Overlay Projects (2013-005 B-E, G, J, K) and Bituminous Removal & Replacement Projects (2013-007 A, D, G-I) to Bituminous Roadways.
