SOUTH ST. PAUL CITY COUNCIL MINUTES OF AUGUST 19, 2013 The regular meeting of the City Council was called to order by the Mayor Beth Baumann at 7:15 P.M. on Monday, August 19, 2013. ROLL CALL: Present, Mayor Beth Baumann Councilmembers Hansen, Lehmann, Niederkorn, Podgorski, Rothecker, Seaberg Absent, None Also Present, City Administrator, Steve King City Attorney, Kori Land City Clerk, Christy Wilcox City Engineer, John Sachi City Planner, Peter Hellegers 5) Presentations 6) Citizens’ Comments There were no citizen comments. 7) Agenda Moved by MOVED: To approve the agenda. Motion carried 7 ayes/0 nays 8) Consent Agenda Moved by Resolved, that the South St. Paul City Council does hereby approve the following: 1. City Council meeting minutes of August 5, 2013 2. Resolution No. 2013-148, approving accounts payable 3. Accept letter of resignation from Officer David Townsend 4. Settlement agreement with Jeanette Boettcher at 932 4th Avenue North regarding sewer service line repair 5. Release budgeted capital improvement funds in the amount of $25,643.00 for purchase and installation of library carpeting 6. Resolution No. 2013-144, approving business licenses 7. Resolution No. 2013-143, approving residential rental housing licenses 8. Resolution No. 2013-147, accepting grants and gifts from the South St. Paul Lions Club City Council Minutes of August 19, 2013 1 Motion carried 6 ayes/0 nays 10a) 1st Reading Ordinance – Peddler/Solicitor License Councilmember __ introduced the following proposed ordinance for its first reading: AN ORDINANCE REGULATING THE CONDUCT OF PEDDLERS, SOLICITOR’S, AND TRANSIENT MERCHANTS. 10b) Kaposia Landing and McMorrow Field 2013 Master Plans Moved by MOVED: To adopt Resolution No. 2013-145, approving the update to the Kaposia Landing and McMorrow Field Master Plans to be included in the South St. Paul Parks Master Plan. Motion carried 7 ayes/0 nays 10c) Calling for a Special Election in Support of Parks and Wakota Civic Arena Moved by MOVED: To adopt Resolution No. 2013-146, calling for a special election in support of Parks and Wakota Civic Arena on Tuesday, February 11, 2014. Motion carried 7 ayes/0 nays 10d) Ordinance Changing Business Renewal Term Moved by MOVED: That Ordinance No. 1271, an ordinance amending Chapter 18, Article 11 of the South St. Paul City Code of 2007 related to license terms is hereby passed and its publication authorized. Motion carried 7 ayes/0 nays 10e) Grant Agreement with State of Minnesota for Levee Extension Study and Pre-Design Moved by MOVED: To adopt Resolution No. 2013-135, approving Grant Agreement between the City and the State of Minnesota for Levee Extension Study and Re-Dsign. Motion carried 7 ayes/0 nays City Council Minutes of August 19, 2013 2 10f) South St. Paul Community Garden IUP Moved by MOVED: To adopt Resolution No. 2013-136, related to zoning; approving an Interim Use Permit for a community garden on the property west of the Verderosa Avenue Boat Launch. Motion carried 7 ayes/0 nays 10g) Sanimax PUD Amendment – SaniGreen Bioenergy – 625 Verderosa Avenue Moved by MOVED: To adopt Resolution No. 2013-118, related to zoning; approving an amended planned unit development at 505-545 Hardman Avenue and 625 Verderosa Avenue (Sanimax). Motion carried 7 ayes/0 nays 10h) Kaposia Education Center – Variance/CUP Building Addition & Site Plan Moved by MOVED: To adopt Resolution No. 2013-137, approving a Variance and Conditional Use Permit for a building addition and site plan amendments. Motion carried 7 ayes/0 nays 10i) South St. Paul High School – CUP – Lincoln Center Addition Moved by MOVED: To adopt Resolution No. 2013-138, related to zoning; approving a Conditional Use Permit for a building addition and site plan amendments. Motion carried 7 ayes/0 nays 10j) South St. Paul High School – CUP – PAC Building Addition Moved by City Council Minutes of August 19, 2013 3 MOVED: To adopt Resolution No. 2013-139, related to zoning; approving a Conditional Use Permit for a building addition at 700 2nd Street North. Motion carried 7 ayes/0 nays 10k) Pomp’s Tire Exterior Storage CUP/Building Addition Moved by MOVED: To adopt Resolution No. 2013-140, related to zoning; approving a Conditional Use Permit for exterior storage and a site plan for a building addition. Motion carried 7 ayes/0 nays 10l) MadFurther Auto Show – IUP Moved by MOVED: To adopt Resolution No. 2013-141, related to zoning; approving an Interim Use Permit for a car show at the South St. Paul Airport. Motion carried 7 ayes/0 nays 10m) 2nd Reading - Architectural Standards Amendment – Salt/Sand Accessory Structures Moved by MOVED: That Ordinance No. 1272, an ordinance amending Section 118-9 (c), (4), b, 2, i, of the South St. Paul City Code regarding architectural standards for fabric structures used exclusively for the storage of salt or sand is hereby passed and its publication authorized. Motion carried 7 ayes/0 nays 10n) South St. Paul Service Center Salt/Sand Building IUP Moved by MOVED: To adopt Resolution No. 2013-142, related to zoning; approving an Interim Use Permit for a fabric structure to store salt/sand at the South St. Paul Municipal Service Center located at 400 Richmond Street East. Motion carried 7 ayes/0 nays 10-o) R-2 District Renaming – Ordinance Amendment Councilmember __- introduced the following proposed ordinance for its first reading: City Council Minutes of August 19, 2013 4 AN ORDINANCE AMENDING THE TITLE OF THE R-2 ZONING DISTRICT AS LISTED IN THE SOUTH ST.
