SOUTH ST. PAUL CITY COUNCIL MINUTES OF JUNE 15, 2015 The regular meeting of the City Council was called to order by Mayor Beth Baumann at 7:15 P.M. on Monday, June 15, 2015. ROLL CALL: Present, Mayor Baumann Councilmembers Hansen, Flatley, Niederkorn, Podgorski, Rothecker Absent, Councilmember Seaberg Also Present, City Administrator, Steve King City Attorney, Kori Land City Clerk, Christy Wilcox City Engineer, John Sachi City Planner, Peter Hellegers 5) Presentations  Presentation of River to River Greenway Master Plan by Dakota County consultant HKG, Inc. Moved by Hansen/Podgorski MOVED: To adopt Resolution No. 2015-89, supporting the River to River Greenway Master Plan. Motion carried 6 ayes/0 nays 6) Citizens’ Comments Walt Books appeared to raise several questions about various issues in the City. No formal action was taken. 7) Agenda Moved by Niederkorn/Flatley MOVED: To approve the agenda. Motion carried 6 ayes/0 nays City Council Minutes of June 15, 2015 1 8) Consent Agenda Moved by Hansen/Niederkorn Resolved, that the South St. Paul City Council does hereby approve the following: 1. City Council meeting minutes of June 1, 2015 2. Resolution No. 2015-95, approving accounts payable 3. Approve the variance application regarding fluoride concentration standards for public drinking water 4. Resolution No. 2015-85, approving land lease at the South St. Paul Airport with David Retka 5. Resolution No. 2015-86, approving termination of land lease between the City of South St. Paul and Gary Gransfors 6. Resolution No. 2015-87, concurring with the issuance of a lawful gambling exemption permit for Neighbor’s, Inc. 7. Accept letter of resignation from Officer John Busch effective June 16, 2015 8. Business licenses 9. To accept letter of resignation from Nick Gulliams, Staff Engineer with the City of South St. Paul effective July 16, 2015, and authorize staff to begin hiring process for a replacement 10. Approve the bid from Schadegg Mechanical, Inc. for the installation of infrared heating system at the Municipal Service Center and the repair of current infrared heating system in the amount of $61,750.00 11. Approve the bid from Retro Green Energy for the installation of insulation at the Municipal Service Center south end vehicle parking area in the amount of $17,767.00 12. Change Order #1 for a deduction of $36,416.05 to the original contract of $754,775.61 with Danner, Inc. for the 2014-008 Oak Park Phase 1, resulting in a final contract amount of $718,359.56 Motion carried 6 ayes/0 nays 8n) Resolution of Support – Robert Street Transitway Moved by Hansen/Podgorski MOVED: To adopt Resolution No. 2015-80, Supporting of evaluation process and steering committee conclusions for Robert Street Transitway. Motion carried 4 ayes (Hansen, Niederkorn, Podgorski, Baumann) 2 nays (Flatley, Rothecker) 9a) Public Hearing on Liquor Violation at Super Mercado La Merced Moved by Podgorski/Niederkorn MOVED: To adopt Resolution No. 2015-88, imposing sanction upon retail intoxicating liquor license holder Super Mercado La Merced located at 1533 5th Avenue South. Motion carried 6 ayes/0 nays City Council Minutes of June 15, 2015 2 10a) Ordinance Amending City Code – Intoxicating Liquor Licenses Moved by Rothecker/Flatley MOVED: That Ordinance No. 1298, an ordinance amending Chapter 6 of the City Code related to intoxicating liquor licenses be adopted and its publication authorized. Motion carried 6 ayes/0 nays 10b) No Parking Zone – 3rd Street North Moved by Rothecker/Podgorski MOVED: To approve the establishment of a “No Parking Zone” just east of 6th Avenue North and 3rd Street North on both the north and south sides of 3rd Avenue North. Motion carried 6 ayes/0 nays 10c) West Side Transport CUP/Variance Amendment – 424 Farwell Avenue Moved by Hansen/Flatley MOVED: To adopt Resolution No. 2015-90, approving an amendment to a Conditional Use Permit and Variance at 424 Farwell Avenue. Motion carried 6 ayes/0 nays 10d) First Reading – Sign Ordinance Amendments Councilmember Flatley introduced the following proposed ordinance for its first reading: AN ORDINANCE AMENDING CHAPTER 118 OF THE SOUTH ST. PAUL CITY CODE RELATING TO SIGNS 10e) First Reading – Minimum Building Size in the Industrial Zoning District Councilmember Hansen introduced the following proposed ordinance for its first reading: AN ORDINANCE AMENDING CHAPTER 118 OF THE SOUTH ST. PAUL CITY CODE RELATING TO MINIMUM BUILDING SIZES IN THE INDUSTRIAL DISTRICT City Council Minutes of June 15, 2015 3 10f) Engineering Services Agreement – Airport Vegetation Management and Maintenance and Approach Maintenance Plan Moved by Rothecker/Podgorski MOVED: To adopt Resolution No. 2015-93, approving an agreement for Professional Services between the City of South St. Paul and Bolton & Menk, Inc. for an airport vegetation management and approach maintenance plan. Motion carried 6 ayes/0 nays 10g) Engineering Services Agreement – Airport Obstruction Removal & Lighting Moved by Rothecker/Niederkorn MOVED: To adopt Resolution No. 2015-94, approving an amendment to an agreement for Professional Services between the City of South St. Paul and Bolton & Menk, Inc. for obstruction removal and lighting at Fleming Field.
