SOUTH ST. PAUL CITY COUNCIL MINUTES OF JULY 21, 2015 The regular meeting of the City Council was called to order by Actor Mayor Tom Seaberg at 7:15 P.M. on Tuesday, July 21, 2015. ROLL CALL: Present, Acting Mayor Seaberg Councilmembers Hansen, Flatley, Niederkorn, Podgorski, Rothecker Absent, Mayor Baumann Also Present, City Administrator, Steve King City Attorney, Kori Land City Clerk, Christy Wilcox City Engineer, John Sachi 5) Presentations The South St. Paul Jaycees presented a donation to South St. Paul Parks and Recreation for youth program fee assistance. 6) Citizens’ Comments Walt Books appeared to discuss various issues in the City. No formal action was taken. 7) Agenda Moved by Niederkorn/Rothecker MOVED: To approve the agenda. Motion carried 6 ayes/0 nays 8) Consent Agenda Moved by Flatley/Niederkorn Resolved, that the South St. Paul City Council does hereby approve the following: 1. City Council meeting minutes of July 6, 2015 2. Resolution No. 2015-113, approving accounts payable 3. Authorize the Police Department to purchase four (4) handheld thermal imagers at a per unit price of $3,843.00 for a total cost of $15,372.00 using funding from the Capital Improvement Plan (CIP) budget 4. Business licenses City Council Minutes of July 21, 2015 1 5. Resolution No. 2015-112, concurring with the issuance of a Lawful Gambling Exemption for Dakota Lodge #7 6. Changer Order No. 1 for Kaposia Landing Phase 1 construction contract with Rachel Contracting in the amount of $29,080.00 for a new contract price of $5,099,386.74 7. Resolution No. 2015-115, Environmental Covenant and Easement at Kaposia Landing in conjunction with the Minnesota Pollution Control Agency (MPCA) 8. Resolution No. 2015-114, authorizing exchange of information with the Dakota County CDA and the South St. Paul HRA regarding transfer of housing programs Motion carried 6 ayes/0 nays 10a) Rental License Renewals – 220 4th Avenue No. & 827 22nd Avenue North Kori Land, City Attorney, presented findings and facts regarding the rental license applications submitted by William Bernier. Neighbors of 405 16th Avenue North addressed the City Council regarding their concerns and issues they have had with William Bernier. William Bernier appeared to give testimony as to why he should not be denied his rental licenses. Moved by Podgorski/Niederkorn MOVED: To adopt Resolution No. 2015—102, denying the rental license applications for 220 4th Avenue North and 827 22nd Avenue North. Motion carried 6 ayes/0 nays 10b) Award of Bid – Tractor, Mower, and Broom Replacement for Fleming Field Moved by Rothecker/Flatley MOVED: To accept the bid from Minnesota Equipment, Inc. for a new John Deere 6115M Cab Tractor with a nine foot sweeper using the State Bid #90702 in the amount of $86,514.87 and the bid from Diamond Mowers for rear and side flail mowers for the tractor using State bid #86328 in the amount of $33,755.00. Motion carried 6 ayes/0 ayes City Council Minutes of July 21, 2015 2 10c) Grant Agreement with Department of Transportation for Tractor for Fleming Field Moved by Hansen/Niederkorn MOVED: To adopt Resolution No. 2015-110, authorization to execute Minnesota Department of Transportation Grant Agreement for airport improvement excluding land acquisition. Motion carried 6 ayes/0 nays 10d) Award of Bid – Security System for Fleming Field Moved by Flatley/Podgorski MOVED: To accept the bid from Bloomington Security Solutions for a new Cansec SmartLock ProPlus access system and Fargo DTC1250 card printer in the amount of $12,514.75. Motion carried 6 ayes/0 nays 10e) Grant Agreement with Department of Transportation for Security System at Fleming Field Moved by Flatley/Rothecker MOVED: To adopt Resolution No. 2015-116, authorizing to execute Minnesota Department of Transportation Grant Agreement for airport improvement excluding land acquisition.
