MINUTES OF OCTOBER 5, 2015
The regular meeting of the City Council was called to order by Mayor Beth Baumann at 7:15 P.M. on
Monday, October 5, 2015.

Resolved, that the South St. Paul City Council does hereby approve the following:
1. City Council meeting minutes of September 21, 2015
2. Resolution No. 2015-153, approving accounts payable
3. Business Licenses
4. To award Project 2015-004 Tree Planting Program to Blaeser Landscape Design &
Construction in the amount of $4,150.00

9a) Assessment Hearing – 2015-008 Oak Park Phase 2 Street Improvement Project

MOVED: To adopt Resolution No. 2015-150, adopting the assessment roll for Project
2015-008 Oak Park Phase 2 Street Improvement.
Motion carried 6 ayes/0 nays
9b) Assessment Hearing – 2015 Mill & Overlay and Bituminous Removal Projects

MOVED: To accept the letters from Michael Chambers, 221 7th Avenue South and
Jeffrey Schmidt, 433 13th Avenue North appealing and objecting to the proposed assessment
against their properties.
Motion carried 6 ayes/0 nays

MOVED: To adopt Resolution No. 2015-151, adopting the assessment roll for Project
2015-005 Mill & Overlay Projects as amended by reducing the amount assessed for the
property located at 1017 Dwane Street.

MOVED: To adopt Resolution No. 2015-152, adopting the assessment roll for 2015-
007 Bituminous Removal & Replacement Projects.
Motion carried 4 ayes/2 abstain (Flatley, Podgorski)
10a) Ordinance Related to Administrative Citation Hearing Fees

MOVED: To amend the proposed Ordinance No. 1299, Chapter 18, Section 108 (f) to
the owner must pay a fee of up to $500.00 toward the cost of the hearing.

MOVED: That Ordinance No. 1299, an ordinance amending Chapter 38 of the South
St. Paul City Code of 2007 related to Administrative Citations be adopted and its publication
authorized.

11) Accepting Letter of Appeal – Assessment

MOVED: To accept the letter appealing the assessment from Kelly Schlommer, 423
7th Avenue South.
