SOUTH ST. PAUL CITY COUNCIL MINUTES OF OCTOBER 19, 2015 The regular meeting of the City Council was called to order by Mayor Beth Baumann at 7:15 P.M. on Monday, October 19, 2015. ROLL CALL: Present, Mayor Baumann Councilmembers Flatley, Hansen, Niederkorn, Rothecker, Seaberg Absent, Councilmember Podgorski Also Present, City Administrator, Steve King City Attorney, Kori Land City Clerk, Christy Wilcox City Engineer, John Sachi City Planner, Peter Hellegers 5) Presentations  Jacob Swanson presented his Eagle Scout Candidate Project which will consist of photo backdrops as part of The Great Halloween Get Together.  The Mayor’s Youth Task Force presented the Every Child Should Receive a New Book this Holiday Season campaign. 6) Citizens’ Comments  Walt Books appeared. No formal action was taken. 7) Agenda Moved by Hansen/Flatley MOVED: To approve the agenda. Motion carried 6 ayes/0 nays 8) Consent Agenda Moved by Seaberg/Rothecker Resolved, that the South St. Paul City Council does hereby approve the following: 1. City Council meeting minutes of October 5, 2015 2. Resolution No. 2015-167, approving accounts payable 3. Business Licenses City Council Minutes of October 19, 2015 1 4. To adopt Resolution No. 2015-155, renewing the contract for medical and dental insurance with HealthPartners for plan years 2016, 2017 and 2018 5. To adopt Resolution No. 2015-156, declaring certain City property as surplus and authorizing the sale of surplus property to be used in conjunction with a trade-in of current weapons and donation funds to purchase replacement handguns for the Police Department 6. Approve South St. Paul City Council meeting schedule for the 2016 calendar year 7. To adopt Resolution No. 2015-157, accepting a gift of a Scotsman CME456 Ice Machine donated by the Willis E Ballard Estate 8. To adopt Resolution No. 2015-158, approving Airport Runway Protection Zone Demolition Agreement with Frattalone Companies 9. To adopt Resolution No. 2015-159, approving amendment #2 to Grant Agreement between the City and the State of Minnesota Motion carried 6 ayes/0 nays 9a) Special Animal Permit Request by Cheng Thao at 249 1st Avenue South Moved by Niederkorn/Flatley MOVED: To continue consideration of a request for a Special Animal Permit by Cheng Thao at 249 1st Avenue South to Monday, November 2, 2015. Motion carried 6 ayes/0 nays 10a) Providing for the sale of $3,130,000 General Obligation Park Bonds, Series 2015B Moved by Rothecker/Niederkorn MOVED: To adopt Resolution No. 2015-166, authorizing bids and providing for the sale of $3,130,000 General Obligation Park Bonds, Motion carried 6 ayes/0 nays 10b) Grant from Minnesota Dept. of Health for Wellhead Protection Implementation Moved by Hansen/Seaberg MOVED: To adopt Resolution No. 2015-154, approving a grant agreement between the City and the State of Minnesota and accepting the proposal from Stantec for engineering services. Motion carried 6 ayes/0 nays City Council Minutes of October 19, 2015 2 10c) Powers 2nd Garage CUP/Variance – 1608 Waterloo Avenue Moved by Seaberg/Flatley MOVED: To adopt Resolution No. 2015-160, approving a Conditional Use Permit/Variance for a second garage at 1608 Waterloo Avenue. Motion carried 6 ayes/0 nays 10d) Pharmacy Drive-Thru IUP – 621 Marie Avenue Moved by Rothecker/Seaberg MOVED: To adopt Resolution No. 2015-161, approving an Interim Use Permit for a drive-thru for the property at 621 Marie Avenue. Motion carried 5 ayes/1 abstain (Niederkorn) 10e) Fury Motors Temporary Building IUP – 1000 Concord Street South Moved by Rothecker/Seaberg MOVED: To adopt Resolution No. 2015-162, approving the Interim Use Permit for a temporary building on the property at 1000 Concord Street South. Motion carried 6 ayes/0 nays 10f) Fury Motorcycle Temporary Building IUP – 740 Concord Street North Moved by Seaberg/Flatley MOVED: To adopt Resolution No. 2015-163, approving an Interim Use Permit for a temporary building on the property at 740 Concord Street North. Motion carried 6 ayes/0 nays 10g) Sportsman’s Guide IUP/CUP – 490 Hardman Avenue Moved by Flatley/Hansen MOVED: To adopt Resolution No. 2015-164, approving the Conditional Use Permit/Interim Use Permit for an exterior display area and to have a temporary structure for two seasonal sale events at 490 Hardman Avenue. Motion carried 6 ayes/0 nays City Council Minutes of October 19, 2015 3 10h) BridgePoint Station 2nd Additional Plat (Amended) Moved by Seaberg/Flatley MOVED: To adopt Resolution No. 2015-165, approving the BridgePoint Station 2nd Addition Plat. Motion carried 6 ayes/0 nays 10-I) Replacement – Firewall Moved by Flatley/Niederkorn MOVED: To approve the purchase of a replacement firewall for the City’s network to be funded through the Fiber project CIP request.
