SOUTH ST. PAUL CITY COUNCIL
MINUTES OF NOVEMBER 21, 2016
The regular meeting of the City Council was called to order by Mayor Beth Baumann at 7:15 P.M. on
Monday, November 21, 2016.

5) Presentations
Presentation was made by Nickolas Krueger of Troop 219 on his Eagle Scout Project
which consisted of constructing games that were used at The Great Halloween Get
Together.
6) Citizens’ Comments
Bernie Beerman discussed the McMorrow Field Project and asked that the City
Council consider placing signs indicating the site is under construction and not to be
used at this time.

Resolved, that the South St. Paul City Council does hereby approve the following:

2. Resolution No. 2016-211, approving accounts payable
3. Motion to authorize an increase in level of service from Local Government Information
Services (LOGIS) to include Geographic Information System (GIS) services and product
development for implementation in early 2017

4. Resolution No. 2016-207, approving the deferment of special assessment against 2331
Kraft Street
5. Resolution No. 2016-202, approving service agreement with Dakota County for One-Stop
Permit System for Right Of Way Management
6. Authorize execution of a contract with Short Elliot Hendrickson (SEH) for engineering
consulting services for plan review and construction administration for decommissioning
of the Clearwire antenna equipment for Alice Court water tower
7. Business Licenses
8. Resolution No. 2016-210, supporting Federal Land Access Program (FLAP) Grant
submission to construct trailhead facilities adjacent to the South St. Paul DNR Public
Boat Access
9. Approve final compensating change order to the 2016 Boulevard Trees Program project
(2016-004) in the amount of a $1,515.00 increase to the contract making the final
contract amount of $5,999.00
10. Approve list of non-commercial t-hangar leases as presented this evening
11. Resolution No. 2016-209, concurring with the issuance of a Lawful Gambling Exemption
Permit for Make-A-Wish Foundation

10a) Cemstone Amended CUP – Building Addition at 501 Richmond Street East
Moved by Seaberg/Flatley
MOVED: To adopt Resolution No. 2016-205, approving an amended Conditional Use
Permit for a building addition, relocation of an above ground tank and fueling equipment on
the property at 501 Richmond Street East.
Motion carried 7 ayes/0 nays
10b) SSP Rod and Gun Club Storage Container IUP – 600 Gun Club Road

MOVED: To adopt Resolution No. 2016-208, approving an Interim Use Permit for
storage containers at 600 Gun Club Road.

10c) 2nd Reading – Accessory Buildings

MOVED: To adopt Ordinance No. 1312, an ordinance amending Chapter 118 of the
South St. Paul City Code relating to number of allowable residential garages and accessory
buildings per the R-!: Single Family District and standards for accessory buildings and
structures and authorize its publication.

10d) McMorrow Field Change Order #1
Moved by Hansen/Podgorski
MOVED: To approve the McMorrow Field renovation progress report and Change
Order #1 related to construction.
