MINUTES OF APRIL 3, 2017
Mayor James Francis called the regular meeting of the City Council to order at 7:15 P.M. on Monday,
April 3, 2017
ROLL CALL:

5) Presentations
SSPHYCC Jovenes de Salud presented key to City to Mayor Francis
Mayor Francis read a proclamation welcoming the Ice Skating Institute Championship
Competitions to the City of South St. Paul and declared June 3-4 ISI Championship
Competitions Days in the City of South St. Paul
Mayor Francis publicly recognized and thanked John Kemp for his dedication,
commitment and loyalty in serving the residents in South St. Paul and declared April
30, 2017, John Kemp Day in South St. Paul
Mayor Francis recognized Debbie Kermes for her dedication and loyalty to the City of
South St. Paul and declared April 13th, Debbie Kermes Day in the City of South St.
Paul. Debbie will truly be missed by all.
Deb Griffith and members of the Mayor’s Youth Task Force presented the National
Mayor’s Challenge for Water Conservation.
6) Citizens’ Comments
Fred and Doris Hohmeister discussed the removal of the tree located at Summit
Park. They requested that the City look into adopting a policy regarding the removal
of trees as well as notification to the neighbors.
Bernie Beerman addressed his concerns about parking at Kaposia Landing
Dr. Patrick Diamond, resident of John Carroll Highrise was concerned regarding the
number of times the elevator has not been working and requested the City look into
this issue.

8) Consent Agenda
Moved by Forester/Flatley
Resolved, that the South St. Paul City Council does hereby approve the following:
1. City Council meeting minutes of March 20, 2017
2. Resolution No. 2017-80, approving accounts payable
3. Renewal of Contributed Services Agreement between SMFD and the cities of South St.
Paul and West St. Paul for a one year term (calendar year 2017)
4. Hiring of Aaron Lozano and Taylor Krier as Maintenance Workers in the Public Works
Department for the City of South St. Paul, contingent on successful completion of
background investigation and work physical
5. Business licenses
6. Resolution No. 2017-77, approving a Joint Powers Agreement for the Wetland Health
Evaluation Program between Dakota County and the City of South St. Paul
7. Resolution No. 2017-78, declaring certain City property as surplus and approving sale
(abandoned bikes)
8. Resolution No. 2017-79, reaffirming City Authority to Manage Public Right-Of-Way
9. Encroachment Agreement for a fence in the unopened alley right-of-way behind 1506
Maywood Drive
10. Purchase and installation of new flooring and office furniture for the Public Works offices
and hallway area

9a) Public Hearing – 2017-005 Mill & Overlay
Moved by Seaberg/Flatley
MOVED: To adopt Resolution No. 2017-69, ordering improvement and preparation of
final plans and specifications for Project 2016-005A Mill & Overlay.
Motion carried 7 ayes/0 nays
9b) Public Hearing – 2017-007 Bituminous Removal and Replacement Projects
Moved by Hansen/Rothecker
MOVED: To adopt Resolution No. 2017-70, ordering improvement and preparation of
final plans and specifications for Project 2017-007A-G Bituminous Removal & Replacement
Projects.
Councilmember Podgorski made a motion for a friendly amendment to remove 5th
Avenue North and 16th Avenue North from Resolution No. 2017-70. The motion failed for a
lack of a second.

10a) Plans and Specifications and Call for Bids for Street Projects
Moved by Podgorski/Rothecker
MOVED: To combine the 2017 Mill & Overlay and Bituminous Removal &
Replacement projects for bidding purposes and adopt Resolution No. 2017-72, approving
the plans and specifications for 2017 Street Rehabilitation Projects and ordering
advertisement for bids.
Motion carried 7 ayes/0 nays
10b) Second Reading – Ordinance Relating to Size of Address Numbers
Moved by Rothecker/Forester
MOVED: That Ordinance No. 1315, an ordinance amending Chapter 106, Article I of
the South St. Paul Code of 2007 relating to numbering of houses and buildings is adopted
and authorize its publication.
Motion carried 7 ayes/0 nays
