SOUTH ST. PAUL CITY COUNCIL MINUTES OF MAY 15, 2017 Mayor James Francis called the regular meeting of the City Council to order at 7:15 p.m. on Monday, May 15, 2017. ROLL CALL: Present: Mayor Francis Councilmembers Flatley, Forester, Hansen, Podgorski, and Seaberg Absent: Councilmember Rothecker Also Present: City Administrator, Stephen King Attorney, Darcy Erickson City Engineer, Chris Hartzell City Planner, Peter Hellegers Deputy City Clerk, Shirley Buecksler 5) Presentations There were no presentations. 6) Citizens’ Comments  Representatives from the South St. Paul Jaycees discussed the 2017 City Wide Camp- Out to be held at Lorraine Park on June 10th.  Bernie Beerman, 206 Spruce Street East, spoke regarding the demolition landfill and said it may be approaching the time to close it. He suggested this be a joint effort between the Cities of South St. Paul and Inver Grove Heights. King and Hartzell confirmed that this is a topic currently in discussion with staff. 7) Agenda Moved by Seaberg/Forester MOVED: To approve the agenda as presented. Motion carried 6 ayes/ 0 nays 8) Consent Agenda Moved by Flatley/Hansen Resolved, that the South St. Paul City Council does hereby approve the following: A. City Council Meeting Minutes of May 1, 2017 B. Resolution No. 2017-103, approving accounts payable C. Resolution No. 2017-95, approving Consulting Services Agreement with JQP, Inc., and Stonebrooke Engineering for ADA Transition Plan and Inventory City Council Minutes of May 15, 2017 1 D. Resolution No. 2017-96, approving Consulting Engineering Services Agreement with Kimley-Horn for Preliminary and Final Design for Wentworth Avenue Sidewalk Improvements E. Encroachment agreement relating to landowner improvements located at 2422 Isalona Lane F. Purchase of John Deere 1580 Turf Mower from Frontier Ag & Turf G. Resolution No. 2017-97, declaring certain property surplus and authorize the sale of such property H. 2016 Fund Transfers and Internal Charges I. Staff Engineer job description, pay range, and authorize staff to begin recruitment process to fill the position J. Business Licenses K. Resolution No. 2017-88, approving a Joint Powers Cost Share Agreement with Dakota County for Pictometry International Corporation General License Terms and Conditions Motion carried 6 ayes/ 0 nays 9) There were no public hearings. 10a) Second Reading - Odor Ordinance Amendment Moved by Forester/Flatley MOVED: To adopt Ordinance No. 1317, Amending Chapter 110 Article VII Regarding Odor Pollution and authorize its publication. Motion carried 6 ayes / 0 nays 10b) Cobra Transportation Parking Setback Variance – 235 Hardman Avenue Moved by Hansen/Podgorski MOVED: To approve Resolution No. 2017-98, approving the parking setback Variance for 235 Hardman Avenue South. Motion carried 6 ayes / 0 nays 10c) Variances for Porch and Garage Addition – 2222 Wentworth Avenue Moved by Flatley/Seaberg MOVED: To approve Resolution No. 2017-99, approving a side and front setback Variances on the property at 2222 Wentworth Avenue. Motion carried 6 ayes / 0 nays City Council Minutes of May 15, 2017 2 10d) Luther Memorial Day Care Conditional Use Permit (CUP) – 315 15th Avenue North Rick Voigt, Luther Memorial Church, discussed the opening of the day care. Moved by Hansen/Podgorski MOVED: To approve Resolution No. 2017-100, approving a Conditional Use Permit for a Day Care Use on the property at 315 15th Avenue North. Motion carried 6 ayes / 0 nays 10e) Garage Variance (Johnson) - 235 4th Avenue South Moved by Hansen/Podgorski MOVED: To approve Resolution No. 2017-101, approving a garage height Variance on the property at 235 4th Avenue South. Motion carried 6 ayes / 0 nays 10f) Twin City Hide Planned Unit Development (PUD) – 491-501 Malden Street Moved by Seaberg/Hansen MOVED: To approve Resolution No. 2017-102, approving a Planned Unit Development /Conditional Use Permit for the redevelopment of the site at 491-501 Malden Street.
