MINUTES OF MAY 15, 2017
Mayor James Francis called the regular meeting of the City Council to order at 7:15 p.m. on Monday,
May 15, 2017.
ROLL CALL:
Present: Mayor Francis
Councilmembers Flatley, Forester, Hansen, Podgorski,
and Seaberg
Absent: Councilmember Rothecker
Also Present: City Administrator, Stephen King

5) Presentations
There were no presentations.
6) Citizens’ Comments
Representatives from the South St. Paul Jaycees discussed the 2017 City Wide Camp-
Out to be held at Lorraine Park on June 10th.
Bernie Beerman, 206 Spruce Street East, spoke regarding the demolition landfill and
said it may be approaching the time to close it. He suggested this be a joint effort
between the Cities of South St. Paul and Inver Grove Heights. King and Hartzell
confirmed that this is a topic currently in discussion with staff.

K. Resolution No. 2017-88, approving a Joint Powers Cost Share Agreement with
Dakota County for Pictometry International Corporation General License Terms
and Conditions

MOVED: To adopt Ordinance No. 1317, Amending Chapter 110 Article VII Regarding
Odor Pollution and authorize its publication.

10b) Cobra Transportation Parking Setback Variance – 235 Hardman Avenue

MOVED: To approve Resolution No. 2017-98, approving the parking setback
Variance for 235 Hardman Avenue South.

10c) Variances for Porch and Garage Addition – 2222 Wentworth Avenue

MOVED: To approve Resolution No. 2017-99, approving a side and front setback
Variances on the property at 2222 Wentworth Avenue.

10d) Luther Memorial Day Care Conditional Use Permit (CUP) – 315 15th Avenue North
Rick Voigt, Luther Memorial Church, discussed the opening of the day care.

MOVED: To approve Resolution No. 2017-100, approving a Conditional Use Permit
for a Day Care Use on the property at 315 15th Avenue North.

10e) Garage Variance (Johnson) - 235 4th Avenue South

MOVED: To approve Resolution No. 2017-101, approving a garage height Variance
on the property at 235 4th Avenue South.

10f) Twin City Hide Planned Unit Development (PUD) – 491-501 Malden Street

MOVED: To approve Resolution No. 2017-102, approving a Planned Unit
Development /Conditional Use Permit for the redevelopment of the site at 491-501 Malden
Street.
