MINUTES OF JUNE 5, 2017
Mayor James Francis called the regular meeting of the City Council to order at 7:15 P.M. on Monday,
June 5, 2017
ROLL CALL:

5) Presentations
2017 Kaposia Days Presentation
Antonio Bringgold discussed his Eagle Scout Project which will consist of working on
the City Wide Camp-Out event to be held on June 10th at Lorraine Park.
6) Citizens’ Comments
Kahra Biehl, President of the South St. Paul Jaycees invited all residents to
participant in the City Wide Camp-Out Event on June 10th.
Bernie Beerman discussed the efforts the Experimental Aircraft Association and a
possible collaboration with City relative to McMorrow Field and fundraising
opportunities.

Resolved, that the South St. Paul City Council does hereby approve the following:

3. Resolution No. 2017-104, approving land lease at Fleming Field with Angiolino Consolati
4. Resolution No. 2017-105, approving land lease at Fleming Field with Wesley M.

10a) Special Event License Request by Concord Lanes
Moved by Rothecker/Forester
MOVED: To approve the Special Event License for Concord Lanes located at 365
North Concord Street for Friday, June 23, 2017, from 8:00 am to 12:00 midnight subject to
the speakers being directed to the east.
Motion carried 7 ayes/0 nays
10b) Ordinance – Second Reading – Regarding State Licensed Residential Care Facilities
Moved by Hansen/Rothecker
MOVED: To adopt Ordinance No. 1318, an ordinance amending Sections 118-8,
118-121 through 118-129, and 118-274 of the South St. Paul City Code regarding State
Licensed Residential Care Facilities and Housing with Services Establishments and authorize
its publication.
Motion carried 7 ayes/0 nays
10c) Special Event License Requests by Bugg’s Place
Moved by Seaberg/Rothecker
MOVED: To approve the following Special Event Licenses for Bugg’s Place located at
925 North Concord Street on the following dates subject to the speakers being directed to
the east:
- Saturday, June 24, 2017, from 4:00 p.m. to 12:00 midnight (Kaposia Days)
- Saturday, July 8, 2017, from 4:00 p.m. to 12:00 midnight (Annual Celebration of Life
Event)

10d) License Hearing for Housing Evaluator Ron Staeheli
Kori Land, City Attorney, presented the City’s case and evidence relating to the Housing
Evaluator License of Ron Staeheli.
Ron Staeheli addressed the Mayor and City Council in regards to the proposed conditions to
be placed on his license.
Moved by Hansen/Seaberg
MOVED: To approve the renewal of the Housing Evaluator License issued to Ron
Staeheli subject to the following conditions:
Guidelines must be followed and correctly reflected on all housing evaluations.
Correct evaluation form must be used.
Per the Guidelines, filing must be submitted within ten (10) days of the evaluation date.
Filing fees must be paid at the time of filing. If not paid, the evaluation report will not be
processed.
The correct property owner name and address must be listed on the evaluation.
Any violations of the above conditions will result in suspension or revocation of license,
upon notice and hearing.
