MINUTES OF SEPTEMBER 18, 2017
Mayor James Francis called the regular meeting of the City Council to order at 7:15 p.m. on Monday,
September 18, 2017.
ROLL CALL:
Present: Mayor James Francis
Councilmembers Flatley, Forester, Hansen, Podgorski,
Rothecker, and Seaberg
Absent: None

There were no presentations.
6) Citizens’ Comments
Bernie Beerman, 206 Spruce Street East, stated that some bridges in the metro area have
had a nine-foot high fence added to the sides of them. He would prefer not to see fencing of
this height installed on the Wakota Bridge and is looking for the City’s support against the
installation of this type of fence, should it be proposed in the future.

Mayor Francis opened the Public Hearing at 7:59 p.m. Hearing no comments from
the audience, Mayor Francis closed the Public Hearing.
A. 2. Certification of the 2018 Preliminary Budget and Property Tax Levy

MOVED: To adopt Resolution No. 2017-160, Certifying the Preliminary 2018
Property Tax Levy to Dakota County and Setting a Date for a Public Hearing on the
2018 Tax Supported Budgets and Property Tax Levy, and schedule the Public Hearing
for December 4, 2017, with a continuation hearing scheduled for December 18,
2017, if necessary.

A. 3. Approve Certifying the Preliminary 2018 Economic Development Authority (EDA) Tax

Economic Development Authority (EDA).

Levy Adopted by the South St. Paul Economic Development Authority (EDA).

Assessed and Calling for Hearing on Project 2017-005 Mill and Overlay and 2017-
007 Bituminous Removal and Replacement Projects, and schedule the Public
Hearing for October 16, 2017.

9C. Second Reading of Ordinance Amendments for Small Cell Wireless Facilities
Mayor Francis opened the Public Hearing at 8:21 p.m. Hearing no comments from
the audience, Mayor Francis closed the Public Hearing.

MOVED: To approve Ordinance Number 1321 Amending South St. Paul City
Code Section 118-8 and 118-121 – 118-130 Regarding Small Wireless Facilities in
all Zoning Districts, and to approve Ordinance Number 1320 Amending Article VI of
the South St. Paul City Code Regarding Right-of-Way Management to Incorporate
Small Wireless Facilities.
