MINUTES OF FEBRUARY 5, 2018
Mayor James Francis called the regular meeting of the City Council to order at 7:30 p.m. on
Monday, February 5, 2018.e

6) Citizens’ Comments
Karla Bigham, candidate for State Senate District 54, encouraged voters to get out on
vote on February 12th at the Special General Election.

Resolved, that the South St. Paul City Council does hereby approve the following:
A. City Council meeting minutes of January 16, 2018
B. Resolution No. 2018-33, approving accounts payable
C. Resolution No. 2018-28, concurring with the issuance of a Minnesota Lawful
Gambling Exemption for Holy Trinity Parish
D. Purchase of a Kubota RTV-X1100CWL-AS from Niebur Tractor &
Equipment in the amount of $21,897.00

E. Purchase of Park Turf Maintenance Equipment from Frontier Ag & Turf in
the amount of $46,267.00
F. Purchase of a LandPride Flex Wing Mower from Niebur Tractor &
Equipment in the amount of $13,956.00
G. Purchase of four replacement vehicles and related equipment from Midway
Ford, ABM Equipment, and TowMaster Truck Equipment for a total amount
of $174,521.00
H. Purchase and installation of new carpet within the Police and Fire offices and
common areas in the amount of $40,724.00
I. Resolution No. 2018-30, concurring with the issuance of a Lawful Gambling
Exemption for Church of St. John Vianney
J. Resolution No. 2018-31, concurring with the issuance of a Lawful Gambling
Exemption for Pheasants Forever Mississippi Longtails Chapter 385
K. Authorize staff to conduct a Request for Proposal (RFP) for Management
Services for HRA-Owned Public Housing Communities
L. Settlement Agreement with Kathleen Felton for her property at 625 9th
Avenue North regarding sewer service line repair
M. Authorize the Police Department to purchase one Automated License Plate
Reader (ALPR) using Capital Improvement Plan (CIP) Funds
N. Authorize participation in a Joint Powers Agreement that establishes the
Dakota Broad Band (DBB) system
O. Designate Councilmember Bill Flatley as the community’s representative on
the Dakota Broadband Board of Representatives and Councilmember Tom
Seaberg as the alternate
P. Approve a scope amendment with Bolton & Menk, Inc. for realignment of
sanitary sewer outside the Union Pacific Railroad right-of-way
Q. Approve Consulting Engineering Services Agreement with Kimley-Horn for
the Concord Street scoping study
R. Appoint Joseph Stratton as a probationary entry level police officer effective
March 5, 2018, at a starting salary as outlined in the current LELS contract,
contingent upon P.O.S.T. license eligibility, successful complete of a
background investigation, physical examination and psychological evaluation

Mechanical Amusement Device Licenses for Don Hanson Sales, Inc.

10A) First Reading – 820 Southview Boulevard Alley Vacation
Councilmember Seaberg introduced the following proposed ordinance for its first
reading:
AN ORDINANCE PROVIDING FOR THE VACATION OF ALL THAT PART OF THE
ALLEY LYING BETWEEN LOTS 14 TO 17, INCLUSIVE, AND LYING BETWEEN THE
SOUTH 20 FEET OF LOTS 13 AND 18, BLOCK 1, HEPBURN PARK ADDITION TO
THE CITY OF SOUTH ST. PAUL, DAKOTA COUNTY, MINNESOTA, SUBJECT TO
THE RESERVATION OF AN EASEMENT FOR DRAINAGE AND UTILITY PURPOSES,
PURSUANT TO MINNESOTA STATUTES 412.851 AND 462.358, SUBD 7 AND CITY
CODE SECTION 54-429

MOVED: To call for a public hearing on an ordinance vacating a portion of the
alley at 820 Southview Boulevard to be held on Tuesday, February 20, 2018.
