SOUTH ST. PAUL CITY COUNCIL MINUTES OF FEBRUARY 20, 2018 Mayor James Francis called the regular meeting of the City Council to order at 7:30 p.m. on Tuesday, February 20, 2018. ROLL CALL: Present: Mayor James Francis Councilmembers Flatley, Forester, Podgorski, and Seaberg Absent: Councilmembers Hansen and Rothecker Also Present: City Administrator, Stephen King City Attorney, Korine Land City Engineer, Chris Hartzell City Clerk, Christy Wilcox 5) Presentations  Mike Potts, Fire Chief introduced South Metro Firefighters Bobby Conley and Billy Brandecker.  Members of Discover Together South St. Paul presented a video. The purpose of Discover Together South St. Paul is to “discover how community members, community agencies, and Dakota County can continue to work together to invest in making South St. Paul a great place for all who live, learn, work and play here today and into the future”. 6) Citizens’ Comments There were no citizen comments. 7) Agenda Moved by Seaberg/Flatley MOVED: To approve the agenda as submitted. Motion carried 5 ayes / 0 nays 8) Consent Agenda Moved by Forester/Seaberg Resolved, that the South St. Paul City Council does hereby approve the following: A. City Council meeting minutes of February 5, 2018 B. Resolution No. 2018-38, approving accounts payable City Council Minutes of February 20, 2018 1 C. Business Licenses D. Purchase of one replacement vehicle and related equipment from Midway Ford and Stonebrooke Equipment in the amount of $44,359.84 E. Resolution No. 2018-36, accepting donation from Waterous Company to be used by the Police Department for the K-9 Program F. Accept letter of resignation from Police Officer Michael Smith effective March 31, 2018 G. Resolution No. 2018-41, entering into an Agreement for the operation and administration of adult summer and fall softball leagues at Kaposia Landing H. Purchase of a John Deere MY17 ProGator from Frontier Ag & Turf in the amount of $22,703.00 I. Resolution No. 2018-26, approving an agreement for consultant odor ordinance technical support with Short Elliott Hendrickson, Inc. J. Resolution No. 2018-39, authorizing execution of an agreement between the City of South St. Paul and Union Pacific Railroad for relocation sanitary sewer K. Resolution No. 2018-42, approving an extension for a Conditional Use Permit at 1505 Concord Street South Motion carried 5 ayes/0 nays 9A) Public Hearing – Ordinance Vacating a Portion of Alley (820 Southview Boulevard) Moved by Seaberg/Flatley MOVED: To continue the public hearing on Ordinance No. 1333, AN ORDINANCE PROVIDING FOR THE VACATION OF ALL THAT PART OF THE ALLEY LYING BETWEEN LOTS 14 TO 17, INCLUSIVE, AND LYING BETWEEN THE SOUTH 20 FEET OF LOTS 13 AND 18, BLOCK 1, HEPBURN PARK ADDITION TO THE CITY OF SOUTH ST. PAUL, DAKOTA COUNTY, MINNESOTA, SUBJECT TO THE RESERVATION OF AN EASEMENT FOR DRAINAGE AND UTILITY PURPOSES, PURSUANT TO MINNESOTA STATUTES 412.851 AND 462.358, SUBD 7 AND CITY CODE SECTION 54-429 to Monday, February 26, 2018. Motion carried 5ayes/0 nays City Council Minutes of February 20, 2018 2 10A) Wakota Federal Credit Union Variances – 1151 Southview Boulevard Moved by Flatley/Forester MOVED: To adopt Resolution No. 2018-40, related to zoning; approving setback variances for canopy additions and wall signage located outside of the designated 10-15 foot area for the property at 1151 Southview Boulevard.
