SOUTH ST. PAUL CITY COUNCIL MINUTES OF APRIL 2, 2018 Mayor James Francis called the regular meeting of the City Council to order at 7:30 p.m. on Monday, April 2, 2018. ROLL CALL: Present: Mayor James Francis Councilmembers Flatley, Hansen, Forester, Podgorski, Seaberg Absent: Councilmember Rothecker Also Present: City Administrator, Stephen King City Attorney, Korine Land City Engineer, Chris Hartzell City Clerk, Christy Wilcox 5) Presentations  Christy Wilcox, City Clerk administered the Oath of Office to Police Officer Trevor Wiese 6) Citizens’ Comments There were no citizen comments. 7) Agenda Moved by Seaberg/Flatley MOVED: To approve the agenda as submitted. Motion carried 7 ayes / 0 nays 8) Consent Agenda Moved by Hansen/Forester Resolved, that the South St. Paul City Council does hereby approve the following: A. City Council meeting minutes of March 19, 2018 B. Resolution No. 2018-62, approving accounts payable City Council Minutes of April 2, 2018 1 C. Resolution No. 2018-58, consenting to change in control of Lessee of Lease at the Fleming Field Airport, by transfer of ownership in Team Epic Freeride, LLC to new controlling owners (Anthony J. Cadotte & Carolyn C. Cadotte). D. Approve contracts with INTERSOURCE, Inc. and Innovative Office Solutions for Airport Terminal Building improvements including carpet and furniture (Phase 2). E. Resolution No. 2018-59, accepting funds for the Giant Easter Egg Hunt F. Business Licenses G. Approve Cost Share Agreement with Dakota County for election electronic poll books, hardware, software and related services H. Resolution No. 2018-61, entes into an agreement with Municipal Disc Management, LLC for disc golf course operations at Kaposia Park I. Approve engineering services agreement with Kimley-Horn for planning and design engineering consulting services for the MCES Property Conveyance Study J. Approve hiring of Matthew Gallahue as a General Facility Maintenance (PT) at the Doug Woog Ice Arena for the City of South St. Paul K. Resolution No. 2018-63, approval of business subsidy agreement between the South St. Paul Economic Development Authority and Kaposia Club, LLC, pursuant to Minn. Statutes §116J.994, Subd 3(d) L. Resolution No. 2018-64, approving a Business Subsidy Agreement between the South St. Paul EDA and Frankot Properties, LLC Motion carried 6 ayes/0 nays 9A) Call for Public Hearings on Tobacco Violations Moved Seaberg/Podgorski MOVED: To call for public hearings on an order to show cause regarding tobacco violations that occurred on March 14, 2018, at Sam’s Mini-Mart, Big Discount Liquor and Quick Stop with the hearings to be held on April 16, 2018. Motion carried 6 ayes/0 nays 9B) Call for Public Hearings on Liquor Violations Moved by Podgorski/Forester MOVED: To call for public hearings to be held on Monday, April 16, 2018, to consider the imposition of a sanction for liquor violations which occurred at Hat Trick Liquors and enVision Hotel on March 15, 2018. Motion carried 6 ayes/0 nays City Council Minutes of April 2, 2018 2 10A) First Reading – Ordinances Amending City Code Councilmember Seaberg introduced the following proposed ordinance for first readings: 1. An Ordinance Amending Section 15-62(3) Regarding Insurance for Dangerous Dogs 2. An Ordinance Amending Section 18-463 Regarding License Plates on Trucks 3. An Ordinance Amending Section 18-413(f) Regarding Licensing 4. An Ordinance Amending Section 106-61(d)(2) Regarding Fees 5. An Ordinance Amending Section 18-416(c) Regarding Registration Fee for Solicitors 6. An Ordinance Amending Section 106-1 Regarding Building Official and Building Inspector 7. An Ordinance Amending Section 38-106(a)(6) Regarding Administrative Citation 8. An Ordinance Amending Section 118-8 Regarding Definition of Club or Lodge and Passenger Vehicle 10B) “One Water” Grant Program Presentation Chris Hartzell, City Engineer provided information on the One Water Grant Program which was awarded to the City by the Metropolitan Council. The program is open to everyone but priority will be given to lower income populations. The Grant Program includes water conserving plumbing fixtures, storm water runoff and pollutant reduction and inflow & infiltration reduction. You can apply on the City’s website, scan the QR code from the City’s newsletter or apply in person at the Engineering Office. 10C) Amended 2018 Meeting Calendar Moved by Flatley/Hansen MOVED: To approve the amended South St. Paul City Council meeting schedule for the 2018 calendar year.
