SOUTH ST. PAUL CITY COUNCIL MINUTES OF MAY 7, 2018 Mayor James Francis called the regular meeting of the City Council to order at 7:30 p.m. on Monday, May 7, 2018. ROLL CALL: Present: Mayor James Francis Councilmembers Flatley, Hansen, Forester, Podgorski, and Seaberg Absent: Councilmember Rothecker Also Present: City Administrator, Stephen King City Attorney, Kori Land City Engineer, Chris Hartzell City Clerk, Christy Wilcox 5) Presentations  Glenn Boche, Chapter 639 Vietnam Vets presented a check to the Park and Recreation Department in the amount of $5,200.00.  Robin Ross and Shelly Forester, Representatives for the Relay for Life discussed the 2018 event that will be held on Saturday, August 11th from 3:00 pm to 12:00 midnight at Fleming Field. 6) Citizens’ Comments  Tom Barger, resident of the Highrise discussed the process of hiring a management company to oversee the Highrises and also asked the City to look into the walkway to the grilling area that becomes hard to navigate with a wheelchair. 7) Agenda Moved by Seaberg/Flatley MOVED: To approve the agenda with the following amendments:  Continue item 9A – Rental License of 291 4th Avenue South to the May 21, 2018, City Council meeting  Add Item #10C – Administrator contact negotiations  Add Item #10D – 357 1st Avenue South  Item #11 – Mayor and Council Communications will be moved after item #10B Motion carried 6 ayes / 0 nays City Council Minutes of May 7, 2018 1 8) Consent Agenda Moved by Hansen/Flatley Resolved, that the South St. Paul City Council does hereby approve the following: A. City Council meeting minutes of April 16, 2018 B. Resolution No. 2018-85, approving accounts payable C. Resolution No. 2018-80, concurring with the issuance of a Lawful Gambling Exemption for National Wild Turkey Federation – Capital City Strutters D. Accept the 2017 Fourth Quarter Financial Report E. Business Licenses F. Resolution No. 2018-81, declaring City property as surplus and authorizing the sale of such property G. Resolution No. 2018-82, accepting the bid and approve fuel purchase agreement with River Country Cooperative H. Accept letter of retirement from Branna Lindell, Housing Division Manager with the City of South St. Paul effective June 1, 2018 I. Accept letter of retirement from Stephen King, City Administrator for the City of South St. Paul effective July 27, 2018 J. Approve job description and wage range for IT Specialist and authorize staff to begin the recruitment process to fill the position K. Resolution No. 2018-83, approving assignment of lease at Airport to Lewis H. and Karen K. Scherff Revocable Trust L. Approve quote from AL Services LLC for the electrical and lighting replacement at the Northview Pool in the amount of $17,755.00 M. Approve the quote from WWC Environmental to purchase and install a new pump at Waterous sanitary sewer lift station in the amount of $39,500 N. Approve conditional job offer to Emily Danner for a part time Community Service Officer, effective May 21, 2018, at the starting salary as outlined in the current AFSCME contract, contingent on the successful completion of a background investigation O. Approve final compensating change order for the 2017-17 Wastewater Treatment Plant Demolition Project P. Resolution No. 2018-86, approving the lot split/combination of the property for 1127-1129 Syndicate Avenue Motion carried 6 ayes/0 nays 10A) Dakota County Communications Center Management Control Agreement Moved by Hansen/Podgorski MOVED: To approve the Dakota Communications Center Management Control Agreement. Motion carried 6 ayes/0 nays City Council Minutes of May 7, 2018 2 10B) Quote from Peterson Companies for Drain Tile - Field 23 at Veteran’s Field Moved by Seaberg/Podgorski MOVED: To approve the quote from Peterson Companies for the installation of drain tile and re-crown of Field 23 at Veteran’s Field in the amount of $16,400.00.
