SOUTH ST. PAUL CITY COUNCIL
MINUTES OF MAY 21, 2018
Mayor James Francis called the regular meeting of the City Council to order at 7:30 p.m. on
Monday, May 7, 2018.
ROLL CALL:
Present: Mayor James Francis
Councilmembers Flatley, Hansen, Forester, Podgorski,
Rothecker and Seaberg
Absent: None
Also Present: City Administrator, Stephen King
City Attorney, Bridget Nason
City Engineer, Chris Hartzell
City Clerk, Christy Wilcox
5) Presentations
Scott O’Malley gave a presentation on the Fabulous Friends Club fundraiser.
This fundraiser uses greeting card sales to raise money for weekend “Backpack
meals” for needy students for times when school lunches are not available.

Resolved, that the South St. Paul City Council does hereby approve the following:
A. City Council meeting minutes of May 7, 2018
B. Resolution No. 2018-93, approving accounts payable
C. To approve final compensation for the Airport Roof Repair & Replacement
Project with All Elements, Inc., with a total contact amount of $373,600.00

D. Approve hiring of Jim Deneen as a Maintenance Worker in the Public Works
Department for the City of South St. Paul contingent upon successful
completion of a background investigation and work physical
E. Resolution No. 2018-87, approving an extension for a Conditional Use Permit
at 1505 Concord Street South
F. Resolution No. 2018-88, approving an extension for a 6-foot Variance for a
garage addition on the property at 645 9th Avenue North
G. Resolution No. 2018-89, approving a Master Services Agreement for
Professional Planning, Engineering, and Architectural Services between the
City of South St. Paul and Short-Elliott-Hendrickson, Inc., for Fleming Field
H. Resolution No. 2018-90, resolution of support for proposed changes to the
Dakota County Cost Participation Policy
I. Business Licenses
J. To vacate the Airport Advisory position held by Frederick Francis and appoint
a replacement
K. Resolution No. 2018-92, relating to airport; approving Assignment of Lease
(1605 Beechcraft) at the Fleming Field Airport
L. Resolution No. 2018-94, approving the purchase and installation of a drinking
fountain at Kaposia Landing
M. Resolution No. 2018-95, accepting grants and gifts from the Vietnam
Veterans of America for funding Youth Football Program supplies and pool
stairs for Northview Pool

Paul and Joel Hanson, City Administrator.

10B) Special Event License Request by the VFW Post #295

MOVED: To approve the following three (3) Special Event Licenses for the
VFW Post #295 located at 111 South Concord Exchange subject to the speakers being
directed to the east:

- Ride for Wishes Event – Saturday, June 2nd from 12:00 Noon to 12:00 midnight
- Kaposia Days Street Dance – Saturday, June 23rd from Noon to 12:00 midnight
- Street Dance – Friday, September 14th from Noon to 12:00 midnight

10C) Special Event License Requests by Bugg’s Bar

MOVED: To approve two Special Event Licenses for Bugg’s Bar located at 925
North Concord Street on the following dates subject to the speakers being directed to the
east:
- Saturday, June 23rd, from 4:00 p.m. to 12:00 midnight (Kaposia Days)
- Saturday, July 14th from 4:00 p.m. to 12:090 midnight (Annual Celebration of Life)

10D) Rental License Hearing for Daniel Busse – 219 4th Avenue South
Bridget Nason, City Attorney presented testimony and evidence relative to the rental
license hearing for the property at 219 4th Avenue South.
Daniel Busse, owner of 291 4th Avenue South responded to the charges that the City has
made relative to the condition of his property and code enforcement violations.
Tenants spoke regarding their concerns with the maintenance and overall condition of
their units.

MOVED: To adopt Resolution No. 2018-84, revoking the rental license at 219 4th
Avenue South, South St. Paul but staying its enforcement.
Motion Failed 3 ayes (Hansen, Rothecker and Seaberg)
4 nays (Flatley, Forester, Podgorski and Francis)

MOVED: To adopt Resolution No. 2018-84, revoking rental license at 219 4th
Avenue South, South St. Paul, and giving tenants 90 days to vacate the property.
