SOUTH ST. PAUL CITY COUNCIL MINUTES OF JUNE 18, 2018 Acting Mayor Tom Seaberg called the regular meeting of the City Council to order at 7:30 p.m. on Monday, June 18, 2018. ROLL CALL: Present: Acting Mayor Tom Seaberg Councilmembers Flatley, Hansen, Forester, Podgorski, and Seaberg Absent: Mayor Francis Also Present: City Administrator, Stephen King City Attorney, Kori Land City Clerk, Christy Wilcox City Engineer, Chris Hartzell 5) Presentations  There were no presentations. 6) Citizens’ Comments  Minnesota State Senator Karla Bigham gave an update on the 2018 Legislative Session. 7) Agenda Moved by Forester/Flatley MOVED: To approve the agenda as presented. Motion carried 6 ayes / 0 nays 8) Consent Agenda Moved by Hansen/Forester Resolved, that the South St. Paul City Council does hereby approve the following: A. City Council meeting minutes of May 21 and June 4, 2018 B. Resolution No. 2018-108, approving accounts payable C. Resolution No. 2018-104, approving an extension for a Conditional Use Permit for a sausage manufacturing operation on the property at 1443 Concord Street South City Council Minutes of June 18, 2018 1 D. Resolution No. 2018-102, approve Right Of Refusal at Fleming Field with Nathan Reudy E. Approve the quote from Lee Sport Surfacing LLC for repair and resurfacing the Summit Park Tennis Courts in the amount of $14,9790.00 F. Resolution No. 2018-112, approving lease agreement for Safe-Way Bus Company at the Alice Court Water Tower located at 1755 4th Street South G. Resolution No. 2018-106, State Grant Assistance for Seidl’s Lake Pumping Station H. Resolution No. 2018-91, declaring costs to be assessed and calling for hearing on Project 2017-12 – 18th Avenue Repair Project I. Business Licenses J. Resolution No. 2018-107, authorizing 2018 Budget Amendments K. 2018 1st Quarter Financial Report L. Authorize an internal loan from the General Fund to the Central Square Community Center Special Revenue Fund for the purchase of exercise equipment M. Altered work schedule, approve revised job description for Office Specialist III and authorize hiring process to fill part-time position N. Business Licenses Motion carried 6 ayes/0 nays 8F) Extension of CUP/Variance for 300 South Street West Moved by Hansen/Podgorski MOVED: To continue consideration for an extension of a Conditional Use Permit and Variance for 300 South Street West to the next City Council worksession meeting. Motion carried 6 ayes/0 nays 8G) Purchase of Access Control and Security Camera – Airport Terminal Moved by Flatley/Rothecker MOVED: To authorize the purchase of Access Control System and security camera DVR at the Airport Terminal with a total cost of $10, 215.66. Motion carried 6 ayes/0 nays 10A) Special Event License Request by Concord Lanes Moved by Seaberg/Flatley MOVED: To approve the Special Event License for Concord Lanes located at 365 North Concord Street for Friday, June 22, 2018, from 8:00 p.m. to 12:00 midnight subject to the speakers being directed to the east. Motion carried 6 ayes/0 nays 10B) Mobilitie, LLC – Conditional Use Permit at 559 Annapolis Street East Moved by Flatley/Hansen MOVED: To adopt Resolution No. 2018-103, related to zoning; approving a Conditional Use Permit for a small cell wireless facility in the right-of-way located in front of 558 Annapolis Street East.
