SOUTH ST. PAUL CITY COUNCIL MINUTES OF AUGUST 6, 2018 Mayor James Francis called the regular meeting of the City Council to order at 7:30 p.m. on Monday, August 6, 2018. ROLL CALL: Present: Mayor Francis Councilmembers Flatley, Forester, Hansen, Podgorski, Rothecker and Seaberg Absent: None Also Present: City Administrator, Joel Hanson City Attorney, Kori Land City Clerk, Christy Wilcox City Engineer, Chris Hartzell 5) Presentations  Fill the Backpack Campaign Donation – Mizpah Lodge #191  Fill the Backpack Campaign Donation – SSP Trop 95 6) Citizens’ Comments  Ted Thomsen, 109 3rd Avenue South discussed the progress of the Southview Boulevard project  Terry Pieper of the VFW Post #295 thanked the citizens of South St. Paul for their patriotism and wanted to let the City know that he will be coming to the City Council meetings with updates of news of events at the VFW located in South St. Paul. 7) Agenda Moved by Seaberg/Flatley MOVED: To approve the agenda as presented. Motion carried 7 ayes / 0 nays 8) Consent Agenda Moved by Forester/Flatley Resolved, that the South St. Paul City Council does hereby approve the following: A. City Council meeting minutes of July 17, 2018 City Council Minutes of August 6, 2018 1 B. Resolution No. 2018-134, approving accounts payable C. Resolution No. 2018-126, concurring with the issuance of a lawful gambling exemption permit by River Heights Chamber of Commerce D. Business Licenses E. Resolution No. 2018-127, approve Right Of First Refusal at Fleming Field with Lance Lemieux F. Resolution No. 2018-128, approving first amendment to Green Infrastructure Pilot Program Grant Agreement with Metropolitan Council G. Resolution No. 2018-129, concurring with the issuance of a lawful gambling exemption permit by Holy Trinity Parish H. Resolution No. 2018-130, accept funds for the Fill the Backpack Campaign (Mizpah Lodge #191) I. Resolution No. 2018-133, accepting funds for the Fill the Backpack Campaign (Vietnam Veterans of America) J. Approve fee waiver request from the South St. Paul Youth Hockey Association and its partners for a community enrichment and recruitment event K. Consulting engineering services agreement with Advanced Engineering and Environmental Services, Inc. for the Seidl’s Lake Lift Station Final Design & Associated Feasibility Studies L. Resolution No. 2018-132, approving Assignment of Lease at the Fleming Field to Big Sky Dreams, LLC M. Approve contingent job offer to Cindy Bonawitz as a part-time (0.5 FTE) Office Specialist III N. Request for Services with Short Elliott Hendrickson Inc. (SHE) for the Triggering Event Master Plan Motion carried 7 ayes/0 nays 10A) Assessment Hearing for the 18th Avenue Repair Project Moved by Hansen/Podgorski MOVED: To adopt Resolution No. 2018-124, adopting the assessment roll for the 18th Avenue Repair Project (2017-12). Motion carried 7 ayes/0 nays 10B) Host Community Agreement for Dawnway Landfill Amendment #2 Moved by Flatley/Forester MOVED: To adopt Resolution No. 2018-131, approving Amendment #2 to Host Community Agreement dated July 23, 2018, and authorize the Mayor and City Clerk to execute same.
