SOUTH ST. PAUL CITY COUNCIL
MINUTES OF SEPTEMBER 17, 2018
Mayor James Francis called the regular meeting of the City Council to order at 7:30 p.m. on
Monday, September 17, 2018.
ROLL CALL:
Present: Mayor Francis
Councilmembers Forester, Hansen, Rothecker and Seaberg
Absent: Councilmembers Flatley and Podgorski
Also Present: City Administrator, Joel Hanson
City Attorney, Kori Land
City Clerk, Christy Wilcox
City Planner, Peter Hellegers
5) Presentations
Steve Mankowski gave an update on the annual On the Road Again Celebration
to be held on Saturday, October 6th. Location of the event has changed and
information is posted on the City’s website.
6) Citizens’ Comments
Ron Joswiak, 1601 Maywood Drive spoke in regards to the issues with the street
construction on Maywood and Deerwood Drive. The residents of Maywood and
Deerwood Drive submitted a letter outlining their concerns and issues regarding
the construction and asked that to be a part of the official record. Carol Biron,
320 Deerwood Court, also spoke in regards to the lack of communication during
the construction. Ms. Biron also discussed her concern regarding the water.

Dakota County for Environmental Legacy Fund Grant (ELF) funding for
Kaposia Landing Phase 2 Development
F. Resolution No. 2018-159, accepting Gifts and Grants from Tony Leitner of
Level Up Games
G. Resolution No. 2018-160, approving the HVAC maintenance agreement for
equipment and maintenance at the South St. Paul Public Library
H. Resolution No. 2018-161, calling for a Public Hearing for Project 2018-001B
15th Avenue North
I. Resolution No. 2018-162, calling for a Public Hearing for Southview
Boulevard Reconstruction Project 2014-011
J. Resolution No. 2018-165, relating to Airport; approve Grant Offer for Airport
Drainage Improvements and the Triggering Event Master Plan
** Item No. 8J – Award of Bid for 2018 Riprap Project was removed from the
consent agenda and will be discussed at a worksession meeting.

10A) Variances for Addition of Garage – 201 Liberty Place

MOVED: To adopt Resolution No. 2018-155, approving front and side setback
and lot coverage variances for the property at 201 Liberty Place.

10B) Conditional Use Permit at 490 Villaume (Israel United in Christ)
Moved by Forester/Seaberg
MOVED: To adopt Resolution No. 2018-156, approving the Conditional Use
Permit for a church use in the General Business Zoning District at 490 Villaume Avenue.

10C) Conditional Use Permit and Variance at 103 Concord Exchange North
Moved by Hansen/Forester
MOVED: To adopt Resolution NO. 2018-157, approving a Conditional Use
Permit for a Glass Art Studio and Gallery, and Variances related to parking and exterior
building materials at 103 Concord Exchange North.

10D) Amended and Restated Lease with Quick-Serv License Center
Moved by Seaberg/Rothecker
MOVED: To approve one-year lease amendment with Quick-Serv License
Center for their existing space at South St. Paul City Hall.

10E) Letter on Behalf of City - Small Cell Infrastructure
Moved by Hansen/Forester
MOVED: To authorize the Mayor to sign letter regarding authorization of Ex
Parte Comments on behalf of the City and to forward to the FCC on a proposed ruling
involving small cell infrastructure.
