SOUTH ST. PAUL CITY COUNCIL MINUTES OF OCTOBER 1, 2018 Mayor James Francis called the regular meeting of the City Council to order at 7:30 p.m. on Monday, October 1, 2018. ROLL CALL: Present: Mayor Francis Councilmembers Flatley, Forester, Hansen, Podgorski, and Seaberg Absent: Councilmembers Rothecker Also Present: City Administrator, Joel Hanson City Attorney, Kori Land City Clerk, Christy Wilcox City Engineer, Chris Hartzell 5) Presentations  Members of the Minnesota Warriors spoke in regards to their upcoming event at Woog Arena to be held on Saturday, November 10th. 6) Citizens’ Comments  Terry Pieper of the VFW Post #295 gave an update on the sale of their property. Mr. Pieper said that they are still looking at options for a future site for their organization. They will be temporarily located at 1413 Thompson Avenue. 7) Agenda Moved by Seaberg/Flatley MOVED: To approve the agenda as presented. Motion carried 6 ayes / 0 nays 8) Consent Agenda Moved by Hansen/Seaberg Resolved, that the South St. Paul City Council does hereby approve the following: A. City Council meeting minutes of September 17, 2018 B. Resolution No. 2018-166, approving accounts payable C. Right Of Entry and Tree Maintenance Agreement between the City and Krysta Balbas and Ryan Balbas City Council Minutes of October 1, 2018 1  D. Resolution No. 2018-167, accept donation of $300.00 to the City of South St. Paul from Timothy O’Keefe E. Resolution No. 2018-168, approving a Master SAC Deferral Agreement by and between the Metropolitan Council and the City of South St. Paul F. Contract for private development with Patrick J. Callahan and Debra McKelvey-Callahan for surplus City-owned property on 16th Avenue North G. Business licenses H. Resolution No. 2018-163, accepting bids and awarding 2018 Riprap Project to Fitzgerald Excavating Motion carried 6 ayes/0 nays 8I) Accept Letter of Resignation from the City Engineer Moved by Seaberg/Hansen MOVED: To accept the letter of resignation from Chris Hartzell, City Engineer with the City of South St. Paul effective October 24, 2018. Motion carried 6 ayes/0 nays 9A) Assessment Hearing – 208-001B – 15th Avenue North Moved by Seaberg/Forester MOVED: To adopt Resolution No. 2018-169, adopting the assessment roll for 2018-001B 15th Avenue North. Motion carried 6 ayes/0 nays 10A) Encroachment Agreement for property at 680 Verderosa Avenue Moved by Flatley/Podgorski MOVED: To approve an Encroachment Agreement by and between the Metropolitan Council and the City of South St. Paul for property located at 680 Verderosa Avenue.
