SOUTH ST. PAUL CITY COUNCIL MINUTES OF NOVEMBER 5, 2018 Mayor James Francis called the regular meeting of the City Council to order at 7:30 p.m. on Monday, November 5, 2018. City Council meeting minutes of October 15, 2018 B. Resolution No. 2018-190, approving accounts payable C. Resolution No., 2018-188, accepting Grants and Gifts from VFW for the Halloween Event D. Resolution No. 2018-189, declaring certain property surplus and authorize the sale of such property City Council Minutes of November 5, 2018 1  E. Approve the hiring of Keith Noble as General Facility Maintenance (PT) at the Doug Woog Ice Arena with a starting date of November 10, 2018 F. Resolution No. 2018-191, approving Right Of First Refusal at Fleming Field with Luke Larson G.
