SOUTH ST. PAUL CITY COUNCIL MINUTES OF FEBRUARY 4, 2019 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on Monday, February 4, 2019. ROLL CALL: Present: Mayor Francis Councilmembers Dewey, Flatley, Forester, Hansen, Kaliszewski and Seaberg Absent: None Also Present: City Administrator, Joel Hanson City Attorney, Kori Land City Clerk, Christy Wilcox EDA Director, Ryan Garcia 5) Presentations  Oath of Office was administrated by City Clerk to Police Officers Charles Gelhaye and Simo Peinovich 6) Citizens’ Comments  Residents of Nan McKay Highrise were present to discuss their concerns regarding the management of CommonBond. Staff will investigate the issues and report back to the City Council.  A resident spoke in regards to the City’s animal ordinances relative to owning a snake. The resident would like the City to consider changes to the ordinance. Accept letter of resignation from Chris Obermueller, Mechanic with the City of South St. Paul effective February 6, 2019 D. Resolution No. 2019-23, designating additional City Depository for 2019 (Morgan Stanley LLC) E. Resolution No. 2019-24, approving the property split at Grand Avenue East and Grand Avenue West F. Resolution No. 2019-25, approving the property split at Concord Exchange North and Veterans Memorial Drive G. Business Licenses H. Resolution No. 2019-26, concurring with the issuance of a lawful gambling exemption for Holy Trinity Church I. To execute the Temporary Easement from School Service Employees and authorize payment for the 5th Avenue South Project 2017-13 J. Approve the amendment of the 2019 schedule of fees and charges related to ice rental fees at Doug Woog Arena K. Approve the purchase of a single axle cab and chassis truck from Nuss Truck & Equipment, plowing equipment and accessories from Towmaster, Inc., and V-Box spreader from UFC Farm Supply in the amount of $207,275.00 Motion carried 7 ayes/0 nays 9 & 10) EDA Meeting The meeting was recessed to the EDA meeting. Mayor Francis called the meeting to order and roll call was taken: Commissioners Dewey, Flatley, Forester, Hansen, Kaliszewski, Seaberg and President Francis were in attendance. The City Council reconvened into the City Council meeting at 7:55 pm. 11A) Vacating a Portion of Pitt Street Moved by Seaberg/Hansen MOVED: To adopt Resolution No. 2019-21, vacating a portion of Pitt Street located within the City of South St. Paul, Minnesota. Motion carried 7 ayes/0 nays 12A) 110 3rd Street South – Hazardous Building Moved by Seaberg/Forester MOVED: To adopt Resolution No. 2019-28, order to repair or remove hazardous conditions at 110 3rd Street South. Motion carried 7 ayes/0 nays City Council Minutes of February 4, 2019 2 12B) 2019 Legislative Priorities Moved by Forester/Hansen MOVED: To adopt Resolution No. 2019-29, requesting $4.4 million in State assistance to offset the costs of city utility reconstruction in conjunction with the reconstruction and turn back of Concord Street from I-494 to Annapolis Street. Motion carried 7 ayes/0 nays Moved by Forester/Hansen MOVED: To adopt Resolution No. 2019-30, requesting $350,000 in State assistance to enable the addition of dehumidification equipment with heating & cooling capabilities for Rink #1 at Doug Woog Arena. Motion carried 7 ayes/0 nays Moved by Forester/Hansen MOVED: To adopt Resolution No. 2019-31, requesting $200,000 in fiscal year 2020 for a Grant to a City of the 2nd class that is designated as an economically depressed area by the United States Department of Commerce with the funds to be used for geotechnical and environmental soil sampling and analysis as well as environmental and infrastructure engineering for an approximately 25 acre Brownfield Site lying immediately west of the Mississippi River. Motion carried 7 ayes/0 nays Moved by Forester/Hansen MOVED: To adopt Resolution No. 2019-32, requesting $300,000 for a commemorative display and related programming to celebrate the 100th year anniversary of the first women to vote in the United States which occurred in South St. Paul, Minnesota.
