SOUTH ST. PAUL CITY COUNCIL MINUTES OF MAY 6, 2019 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on Monday, May 6, 2019. ROLL CALL: Present: Mayor Francis Councilmembers Dewey, Flatley, Forester, Hansen, Kaliszewski and Seaberg Absent: None Also Present: City Administrator, Joel Hanson Attorney, Korine Land Attorney, Peter Mikhail City Clerk, Christy Wilcox City Planner, Peter Hellegers 5) Presentations  There were no presentations 6) Citizens’ Comments  A resident of the Nan McKay Highrise spoke in regards to the current management and not receiving payment that is owed for services provided at the highrise. 7) Agenda Moved by Seaberg/Flatley MOVED: To approve the agenda as presented. Motion carried 7 ayes / 0 nays 8) Consent Agenda Moved by Kaliszewski/Forester Resolved, that the South St. Paul City Council does hereby approve the following: A. City Council meeting minutes of April 15, 2019 B. Resolution No. 2019-68 approving accounts payable C. Business Licenses City Council Minutes of May 6, 2019 1 D. Resolution No. 2019-61, relating to Airport; approve agreement with SEH for Professional Services for the 2019 West Building Area Crack Seal Project E. Agreement with the State of Minnesota Contract for use of the Institution Community Work Crew (ICWC) on an as needed basis at a rate of $75.00 per hour F. Resolution No. 2019-63, declaring certain property surplus and authorize the sale of such property G. Resolution No. 2019-64, relating to Airport; approving Grant Agreement for airport maintenance and operations H. To hire Monika Mann as Community Development Support Specialist in the Economic & Community Development Department I. Resolution No. 2019-67, Agreement with Municipal Disc Management, LLC for Disc Golf Course Operations at Kaposia Park J. Approve purchase of new park entry signs from Vacker Sign K. Resolution No. 2019-65, approving Safe Routes to School Grant Agreement between MnDOT and the City of South St. Paul L. Resolution No. 2019-66, Maintain Facility (Wentworth Avenue Sidewalk Project) M. Accept letter of resignation from Police Officer Richard Roehlen effective April 30, 2019 N. Authorize purchase of new Quantitative Respirator Fit Test Systems from OHD, LLLP for the Police Department in the amount of $13,100.00 O. Accept letter of resignation from Jake Weber, Parks Maintenance Worker with the City of South St. Paul effective May 15, 2019 Motion carried 7 ayes/0 nays 9A) Call for Public Hearings – Liquor Violations Moved by Seaberg/Hansen MOVED: To call for public hearings to be held on Monday, May 20, 2019, to consider the imposition of a sanction for liquor violations which occurred at Croatian Hall and Big Discount Liquors on March 12, 2019. Motion carried 7 ayes/0 nays City Council Minutes of May 6, 2019 2 9B) Call for Public Hearings – Tobacco Violations Moved by Seaberg/Hansen MOVED: To call for public hearings on an order to show cause regarding tobacco violations that occurred at SuperAmerica, Quick Stop, Sam’s Tobacco, Family Dollar Store and Stockman’s Truck Stop on March 13, 2019, with the hearings to be held on Monday, May 20, 2019. Motion carried 7 ayes/0 nays 10A) Issuance of $6,705,000 General Obligation Bonds, Series 2019A Moved by Hansen/Forester MOVED: To adopt Resolution No. 2019-62, authorizing issuance, awarding sale, prescribing the form and details and providing for the payment of $6,705,000 General Obligations Bonds, Series 2019A. Motion carried 7 ayes/0 nays 10B) Special Event License Request by enVision Hotel Moved by Seaberg/Kaliszewski MOVED: To approve the Special Event License to enVision Hotel located at 701 Concord Street South for the Ride for Wishes Event to be held on Saturday, June 1, 2019, from 12:00 noon to 12:00 midnight. Motion carried 7 ayes/0 nays 10C) First Reading – Ordinances Amending City Code Councilmember Seaberg introduced the following proposed ordinances for their first reading:  Ordinance Amending Section 38-105(d) Regarding Administrative Citations  Ordinance Amending Section 38-32(a) Regarding Definition of Gun  Ordinance Amending Chapter 6 Regarding Alcoholic Beverages  Ordinance Amending Section 118-240 Regarding Exterior Storage – Storage Pods City Council Minutes of May 6, 2019 3 10D) First Reading – Ordinance Relating to Lifetime Animal License Councilmember Hansen introduced the following proposed ordinance for its first reading: AN ORDINANCE AMENDING SOUTH ST. PAUL CITY CODE CHAPTER 15 REGARDING ANIMALS 10E) First Reading – Interim Ordinance Temporarily Prohibiting Applications for Development with the Hardman Triangle Councilmember Seaberg introduced the following proposed ordinance for its first reading: AN INTERIM ORDINANCE TEMPORARILY PROHIBITING APPLICATIONS FOR DEVELOPMENT WITHIN THE HARDMAN TRIANGLE 12) Adjournment Moved by Seaberg/Forester MOVED: That the meeting of the City Council adjourn at 7:44 p.m. Motion carried 7 ayes/ 0 nays Approve: May 20, 2019 ___________________________ City Clerk City Council Minutes of May 6, 2019 4
