SOUTH ST. PAUL CITY COUNCIL MINUTES OF MAY 20, 2019 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on Monday, May 20, 2019. City Council meeting minutes of May 6, 2019 B. Resolution No. 2019-83, approving accounts payable C. Resolution No. 2019-76, relating to airport; approve agreement with Fahrner Asphalt Sealers, LLC for the 2019 Airport Crack Seal Project City Council Minutes of May 20, 2019 1 D. Resolution No. 2019-77, Write-Off of Central Square Community Center Rental Account Receivable E. Appoint Jessica Fuchs as a probationary entry level police officer effective July 8, 2019, at a starting salary as outlined in the current LELS contract, contingent upon P.O.S.T. license eligibility, successful completion of a background investigation, physical examination and psychological evaluation F. Motion carried 7 ayes/0 nays 8F&H) Agreement with South St. Paul Youth Hockey Association for Ice Rental Moved by Hansen/Dewey MOVED: To adopt Resolution No. 2019-84, entering into an ice rental agreement with South St. Paul Youth Hockey Association at Doug Woog Arena and Resolution No. 2019-85, enter into an ice rental agreement with Eagan Hockey Association at Doug Woog Arena. Motion carried 7 ayes/0 nays 9B1) Hearing on Tobacco Violation – SuperAmerica (1180 Concord Street North) Moved by Flatley/Forester MOVED: To adopt Resolution No. 2019-71, charging licensee an administrative penalty for a tobacco sale violation at SuperAmerica (1180 Concord Street North). Motion carried 7 ayes/0 nays 9B2) Hearing on Tobacco Violation – Sam’s Tobacco (211 13th Avenue South) Moved by Hansen/Dewey MOVED: To adopt Resolution No. 2019-73, charging licensee an administrative penalty for a tobacco sale violation at Sam’s Tobacco (211 13th Avenue South). Motion carried 7 ayes/0 nays 9B3) Hearing on Tobacco Violation – Family Dollar Store (1209 Southview Boulevard) Moved by Seaberg/Forester MOVED: To adopt Resolution No. 2019-74, charging licensee an administrative penalty for a tobacco sale violation at Family Dollar Store (1209 Southview Boulevard). Motion carried 7 ayes/0 nays City Council Minutes of May 20, 2019 3 9B4) Hearing on Tobacco Violation – Stockman’s Truck Stop (501 Farwell Avenue) Moved by Seaberg/Hansen MOVED: To adopt Resolution No. 2019-75, charging licensee an administrative penalty for a tobacco sale violation at Stockman’s Truck Stop – (501 Farwell Avenue). Motion carried 7 ayes/0 nays 9B5) Hearing on Tobacco Violation – Quick Stop (1257 Thompson Avenue) Moved by Forester/Kaliszewski MOVED: To adopt Resolution No. 2019-72, charging licensee an administrative penalty for a tobacco sale violation at Quick Stop (1257 Thompson Avenue). Motion carried 7 ayes/0 nays 9C) Interim Ordinance – Hardman Triangle MOVED: That Ordinance No. 1343, An Interim Ordinance Temporarily Prohibiting Applications for Development within the Hardman Triangle be adopted and authorize its publication. Motion carried 7 ayes/0 nays 10A) Second Reading – Ordinance Relating to Lifetime Animal License Moved by Hansen/Forester MOVED: That Ordinance No. 1342, an ordinance amending South St. Paul City Code Chapter 15 Regarding Animals be adopted and authorize its publication. Motion carried 7 ayes/0 nays 10B) Second Reading – Ordinances Amending City Code Moved by Hansen/Forester MOVED: That the following ordinances be adopted and authorize publication of said ordinances:  Ordinance No. 1343, an ordinance amending Section 38-105(d) regarding Administrative Citations City Council Minutes of May 20, 2019 4  Ordinance No. 1344, an ordinance amending Section 38-32(a) regarding definition of gun  Ordinance No. 1345, an ordinance amending South St. Paul City Code Chapter 6 regarding alcoholic beverages  Ordinance No. 1346, an ordinance amending South St. Paul City Code Section 118-240 regarding exterior storage – storage pods Motion carried 7 ayes/0 nays 10C) Special Event License Request by Concord Lanes Moved by Hansen/Kaliszewski MOVED: To approve the Special Event License for Concord Lanes located at 365 North Concord Street for Friday, June 28, 2019, from 6:00 p.m. to 12:00 midnight subject to the speakers being directed to the east. Motion carried 7 ayes/0 nays 10D) Special Event License Requests by Bugg’s Place Moved by Kaliszewski/Dewey MOVED: To approve two Special Event Licenses for Bugg’s Place located at 925 North Concord Street on the following dates subject to the speakers to be directed to the east: 1. Saturday, June 29, 2019, from 6:00 p.m. to 12:00 midnight 2. Saturday, August 10, 2019, from 6:00 p.m. to 12:00 midnight Motion carried 7 ayes/0 nays 10E) Temporary Rifle Range Firing Enclosure – Interim Use Permit Moved by Seaberg/Forester MOVED: To adopt Resolution No. 2019-80, approving an Interim Use Permit for a temporary rifle range structure at 600 Gun Club Road. Motion carried 7 ayes/0 nays City Council Minutes of May 20, 2019 5 10F) Temporary 5-Stand/Shotgun Firing Enclosure – Interim Use Permit Moved by Hansen/Forester MOVED: To adopt Resolution No., 2019-81, approving an Interim Use Permit for a temporary 5-stand shotgun structure at 600 Gun Club Road. Motion carried 7 ayes/0 nays 10G) Conditional Use Permit – Amending Berms at South St. Paul Rod & Gun Club Moved by Kaliszewski/Flatley MOVED: To adopt Resolution No. 2019-82, approving a Conditional Use Permit to amend the berming around the northern portion of the property at 600 Gun Club Road. Motion carried 7 ayes/0 nays 10H) 2019 Goal Setting Report Moved by Forester/Dewey MOVED: To approve the 2019 Goal Setting Report and Adoption of 2019 Goals.
