SOUTH ST. PAUL CITY COUNCIL
MINUTES OF JULY 15, 2019
Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on
Monday, July 15, 2019.
ROLL CALL:
Present: Mayor Francis
Councilmembers Dewey, Flatley, Kaliszewski and Seaberg
Absent: Councilmembers Forester and Hansen
Also Present: City Administrator, Joel Hanson
Attorney, Peter Mikhail
City Clerk, Christy Wilcox
City Planner, Peter Hellegers
5) Presentations
Police Chief William Messerich presented Nicholas Footh and Benjamin Footh
with a Citizen Lifesaving Award for their actions on May 15th in saving the life of
a male that was located in the Mississippi River.
City Administrator Joel Hanson discussed the recent mailing to residents from
Service Line Warranties of America (SLWA) offering water/sewer line service
warranties. This is program that the City of South St. Paul partnered with SLWA
in order to provide an educational opportunity to homeowners on their
responsibility for service lines on their property and options available should a
homeowner want to purchase a warranty to help offset cost of repairs, if needed.

B. Resolution No. 2019-105, approving accounts payable
C. Business Licenses
D. Resolution No. 2019-104, approving grant agreement with MnDot for
Pavement Crack Sealing at the Airport.
E. Resolution No. 2019-107, accepting Gifts and Grants from the Vietnam
Veterans of America Chapter 639 for 50% of the purchase and installation of
a new, replacement scoreboard at Harmon Park
F. Approve conditional job offers to Isabel Sanchez and Kelly Serrano-Marion
for a part-time Community Service Officer position effective on or after July
22, 2019, at the starting salary as outlined in the current AFSCME contract
and contingent on the successful completion of a background investigation
G. Approve replacement and installation of rooftop unit number 7 at Woog
Arena

10A) Second Reading – Ordinance Regarding Public Sidewalks

MOVED: To adopt Ordinance #1348, an ordinance amending South St. Paul
City Code Section 54-4 regarding public sidewalks and authorize its publication.

10B) 1100 Concord Street South – Conditional Use Permit for Auto Sales

MOVED: To adopt Resolution No. 2019-106, approving a Conditional Use
Permit for used car sales on the property at 1100 Concord Street South.

10C) Revised Financial Policies

MOVED: To adopt the revised Financial Policies for Post Issuance Debt
Compliances and Purchases.
