SOUTH ST. PAUL CITY COUNCIL MINUTES OF AUGUST 5, 2019 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on Monday, August 5, 2019. ROLL CALL: Present: Mayor Francis Councilmembers Dewey, Flatley, Hansen, and Seaberg Absent: Councilmembers Forester and Kaliszewski Also Present: City Administrator, Joel Hanson Attorney, Peter Mikhail City Clerk, Christy Wilcox Deputy City Clerk, Renee Schmitt Economic Development Director, Ryan Garcia 5) Presentations  Diana, Representative from Minnesota GreenStep Cities presented the Step Two GreenStep award.  Chris Robinson presented the City with a petition entitled “We, the undersigned, support keeping the South St. Paul Public Library in its current location”. Other residents of the City spoke on behalf of keeping the Library. Mayor Francis briefly discussed the Action Plan related to the long-term operational and facility decisions associated with the Library. 6) Citizens’ Comments  Tom Barger, resident of John Carroll Highrise discussed his concerns with CommonBond.  LaVonne Francis discussed the South St. Paul Educational Gala event that will be held on Wednesday, August 7th. 7) Agenda Moved by Seaberg/Flatley MOVED: To approve the agenda as presented. Minutes of the City Council meeting of July 15, 2019 B. Resolution No. 2019-114, approving accounts payable C. Business Licenses D. Resolution No. 2019-108, calling for a Public Hearing on Project 2018-001A, Street Reconstruction E. Resolution No. 2019-109, acceptance of Minnesota Department of Commerce – Automobile Theft Prevention Grant Program F. Approve position of Assistant Arena Manager to be revised to Facility & Operations Supervisor and approve the job description and pay range as presented this evening G. Resolution No. 2019-110, declaring certain property surplus and authorize the sale of such property H. Resolution No. 2019-111, approving Right of First Refusal with Michael Bergeson for Lot 11, Block 1, Airport Rearrangement 4th Addition I. Resolution No. 2019-112, relating to airport; approve grant offer for Phase 1: Rehabilitation Runway 16/34 (Design) between the City of South St. Paul and MnDot J.
