SOUTH ST. PAUL CITY COUNCIL MINUTES OF SEPTEMBER 3, 2019 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on Tuesday, September 3, 2019. ROLL CALL: Present: Mayor Francis Councilmembers Dewey, Flatley, Forester, Hansen, Kaliszewski and Seaberg Absent: None Also Present: City Administrator, Joel Hanson Attorney, Peter Mikhail City Engineer, Lee Elfering City Clerk, Christy Wilcox Deputy City Clerk, Renee Schmitt Economic Development Director, Ryan Garcia 5) Presentations  Recognition was given to K-9 Sammy who began his career with the South St. Paul Police Department on June 6, 2012, and has been Sergeant Michael Running’s partner. The City thanks Sammy and Sergeant Michael Running for their commitment and dedication to the City.  Airport Manager Andrew Wall discussed the public open house that will be held on Thursday, September 12th regarding the upcoming rehabilitation of the existing runway and taxiway pavements at the airport. There will be an opportunity after the presentation for questions or comments on the project. 6) Citizens’ Comments  There were no citizen comments. 7) Agenda Moved by Seaberg/Flatley MOVED: To approve the agenda as presented. Motion carried 7 ayes / 0 nays City Council Minutes of September 3, 2019 1 8) Consent Agenda Moved by Kaliszewski/Hansen Resolved, that the South St. Paul City Council does hereby approve the following: A. Minutes of the City Council meeting of August 19, 2019 B. Resolution No. 2019-123, approving accounts payable C. Resolution No. 20919-116, declaring certain City property surplus and authorizing the transfer of ownership of South St. Paul Police Department K-9 “Sammy” to his K9 handler Sergeant Michael Running D. Business Licenses E. Resolution No, 2019-119, concurring with the issuance of a Minnesota Lawful Gambling Exemption to conduct off-site gambling by the South St. Paul Youth Hockey F. Accept letter of resignation from Police Officer Colleen Myhre G. Authorize the purchase of three new Police Department squad in-car video camera systems and an interview room system for the Police Department at a cost of $19,626.78 H. Purchase of new mobile (vehicle-mounted) 800 MHZ radios at a cost of $19,386.00 I. Resolution No. 2019-120, accepting donation from Xcel Energy for annual safety camp J. Approve the purchase of a Chevrolet 2500 4WD from Walser Polar Chevrolet in the amount of $41,136.00 K. Approve extension of the current audit services contract with MMKR L. Accept the 2019 2nd Quarter Financial Report Motion carried 7 ayes / 0 nays 9A) Assessment Hearing – 2018-001A – Maywood/Deerwood Drive Moved by Hansen/Flatley MOVED: To continue consideration of the assessment roll for Project 2018- 001A – Street Reconstruction Project to a worksession meeting. Motion carried 7 ayes/0 nays 10A) 8th Avenue South – Stop Sign Requests Moved by Forester/Seaberg MOVED: To approve the placement of a two way stop sign on 8th Avenue and Spruce Street and accept the valid petition. City Council Minutes of September 3, 2019 2 Councilmember Kaliszewski asked the maker of the motion to include stop signs at Richmond Street and Poplar Street. Councilmember Forester did not agree to amend the motion. Councilmember Hansen asked the maker of the motion to include the placement of yield signs on Richmond street and Poplar Street. Councilmember Forester did not agree to amend the motion. Roll Call on Original Motion Motion carried 6 yeas/1 nay (Francis) Moved by Kaliszewski/Dewey MOVED: To approve the placement of a stop sign in both directions at 8th Avenue South and Poplar Street. Motion Fails 2 ayes (Dewey & Kaliszewski) 5 nays (Flatley, Forester, Hansen, Seaberg, Francis) Moved by Hansen/Flatley MOVED: To approve the placement of yield signs at 8th Avenue at Poplar Street and Richmond Street. Motion carried 7 ayes/0 nays 10B) Federal Land Access Program FLAP Grant Submission – Trailhead Facilities Moved by Hansen/Forester MOVED: To adopt Resolution No. 2019-121, supporting Federal Land Access Program (FLAP) Grant submission to construct trailhead facilities adjacent to the South St. Paul DNR Public Boat Access in the Mississippi River National River and Recreation Area.
