SOUTH ST. PAUL CITY COUNCIL MINUTES OF SEPTEMBER 16, 2019 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on Monday, September 16, 2019. ROLL CALL: Present: Mayor Francis Councilmembers Dewey, Flatley, Forester, Hansen, Kaliszewski and Seaberg Absent: None Also Present: City Administrator, Joel Hanson Attorney, Peter Mikhail City Clerk, Christy Wilcox City Planner, Peter Hellegers 5) Presentations  Mayor Francis presented Bill and Mark Horst of Globe Publishing a proclamation celebrating 100 years of business in the City of South St. Paul. 6) Citizens’ Comments  There were no citizen comments 7) Agenda Moved by Seaberg/Forester MOVED: To approve the agenda as presented. Motion carried 7 ayes / 0 nays 8) Consent Agenda Moved by Flatley/Kaliszewski Resolved, that the South St. Paul City Council does hereby approve the following: A. Minutes of the City Council meeting of September 3, 2019 B. Resolution No. 2019-131, approving accounts payable City Council Minutes of September 16, 2019 1 C. Approve Encroachment Agreement for a fence in the right-of-way at 1300 7th Avenue South D. Business Licenses E. Resolution No. 2019-126, Redevelopment Incentive Grant Application to the Dakota County Community Development Agenda (CDA) F. Approve 2020 pay range for seasonal/variable positions G. Approve the waiver of the $560 Kaposia Park Pavilion and Kaposia Park picnic shelter rental fee for a military picnic held by the Minnesota Army National Guard Holman Field 2-147 Helicopter Battalion H. Approve payment to Fahrner Asphalt Sealers, LLC for the 2019 Airport Crack Seal Project I. Resolution No. 2019-124, calling for assessment hearing on Project 2017-013, 5th Avenue South Street Reconstruction J. Resolution No. 2019-132, approving contract with SEH for design and construction services for the Alice Court Water Tower Reconditioning Project Motion carried 7 ayes / 0 nays 10A) 2020 Property Tax Levies & Budget Considerations Moved by Seaberg/Hansen MOVED: To adopt Resolution No. 2019-127, certifying the Preliminary 2020 Property Tax Levy to Dakota County and setting a date for a Public Hearing on the 2020 Tax Supported Budgets and Property Tax Levy. Motion carried 7 ayes/0 nays Moved by Kaliszewski/Flatley MOVED: To adopt Resolution No. 2019-128, approving a 2020 Budget and Certifying the Preliminary 2020 Property Tax Levy adopted by the South St. Paul Economic Development Authority (EDA). Motion carried 7 ayes/0 nays Moved by Dewey/Forester MOVED: To adopt Resolution No. 2019-129, consenting to the Preliminary 2020 HRA Special Property Tax Levy Adopted by the South St. Paul Economic Development Authority (EDA). Motion carried 7 ayes/0 nays City Council Minutes of September 16, 2019 2 Moved by Flatley/Hansen MOVED: To adopt Resolution No. 2019-130, cancel Debt Service Levy for G.O. Airport Bonds Series 2017A. Motion carried 7 ayes/0 nays 10B) 285 Hardman Avenue ~ Site Plan Review/Lot Combination (2020 Brand Solutions) Moved by Seaberg/Forester MOVED: To adopt Resolution No. 2019-133, approving a lot combination and site plan for Development of the site at 285 Hardman Avenue. Motion carried 7 ayes/0 nays 10C) 1199 Concord Street So. ~ Exterior Storage/Above Ground Diesel Tank CUP Councilmember Kaliszewski made a motion to adopt Resolution No. 2019-134, approving a Conditional Use Permit for exterior storage of trucks and a 5,000 gallon above ground diesel fuel tank at the site at 1199 Concord Street South. The motion failed for a lack of a second. Moved by Seaberg/Hansen MOVED: To adopt Resolution No. 2019-134, denying a proposed Conditional Use Permit for exterior storage of trucks and an above ground fuel tank. Motion carried 5 ayes (Dewey, Flatley, Hansen, Seaberg, Francis) 2 nays (Forester, Kaliszewski) 10D) Child Care Conditional Use Permit at 1549 5th Avenue South Moved by Seaberg/Hansen MOVED: To continue consideration on an application for a Conditional Use Permit at 1549 5th Avenue South to a City Council worksession and request approval of the 60-day review period.
