SOUTH ST. PAUL CITY COUNCIL MINUTES OF NOVEMBER 4, 2019 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on Monday, October 7, 2019. Minutes of the City Council meeting of October 7, 2019 B. Resolution No. 2019-156, approving accounts payable C. Business Licenses City Council Minutes of November 4, 2019 1  D. Minutes of the City Council meeting of October 21, 2019 E. Resolution No. 2019-154, approving the deferment of special assessments against 421 5th Avenue South F. Approve the 2020 Dakota County Community Waste Abatement Grant Program Application G. Resolution No. 2019-155, relating to Airport; approving amendment of lease (1816 Wiplinger) at the Fleming Field Airport H. Approve Antenna Site Lease Agreement with Verizon at the Thompson Avenue Water Tower I. Approve Change Order #2 with McNamara Contracting, Inc. for additional work in the amount of $1,545.82 on City Project 2016-15, Wentworth Avenue Sidewalk Improvements J. Approve increased legal fees for City Attorney for work associated with eminent domain services K. Resolution No. 2019-157, relating to Airport; approving first amendment of lease (1816 Wiplinger) at the Fleming Field Airport L. Approve the hiring of Nathan Christensen as a General Facility Maintenance (FT) at the Doug Woog Ice Arena for the City of South St. Paul M. Accept letter of resignation from Lee Elfering, City Engineer, effective November 29, 2019 N. Approve the revised December meeting schedule with the removal of the December 23rd City Council worksession O. Resolution No. 2019-158, approving application and authorize execution of grant agreement between the Metropolitan Council and the City of South St. Paul for various Infiltration and inflow (I/I) projects Motion carried 6 ayes / 0 nays 10A) Paver Purchase Moved by Hansen/Seaberg MOVED: To approve the purchase of a used paver from J & K Equipment at a cost of $71,500.00 and a new trailer from Trenchers Plus, Inc. at a cost of $22,129.00. Motion carried 6 ayes/0 nays  Closed session – Discussion of pending litigation. Moved by Hansen/Seaberg MOVED: To close the regular meeting of the City Council to discuss pending litigation.
