SOUTH ST. PAUL CITY COUNCIL MINUTES OF DECEMBER 2, 2019 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on Monday, December 2, 2019. ROLL CALL: Present: Mayor Francis Councilmembers Dewey, Flatley, Forester, Hansen, Kaliszewski and Seaberg Absent: None Also Present: City Administrator, Joel Hanson Attorney, Peter Mikhail City Clerk, Christy Wilcox Deputy City Clerk, Renee Schmitt Economic Development Director, Ryan Garcia 5) Presentations  Recognition was given to the Boy Scouts from Troop 95 who recently received their Eagle Scout Awards. 6) Citizens’ Comments  There were no citizen comments 7) Agenda Moved by Seaberg/Kaliszewski MOVED: To approve the agenda. Motion carried 7 ayes /0 nays 8) Consent Agenda Moved by Flatley/Forester Resolved, that the South St. Paul City Council does hereby approve the following: A. Minutes of the City Council meeting of November 18, 2019 B. Resolution No. 2019-177, approving accounts payable C. Resolution No. 2019-174, electing not to waive the statutory tort limits for liability insurance City Council Minutes of December 2, 2019 1 D. Business Licenses E. Resolution No. 2019-165, approving 2020 Liquor Licenses F. Resolution No 2019-176, accepting gifts for the “A Book for Every Child Campaign” G. Resolution No. 2019-178, accepting donation from White & Rice for Kaposia Landing H. Resolution No. 2019-125, authorizing the City of South St. Paul to enter into a Mutual Police Assistance Agreement for Enforcement of Traffic Safety Laws with other members of the Dakota County Traffic Safety Group I. Accept letter of retirement from Robert Brown, Utility Leadworker with the City of South St. Paul effective December 6, 2019 J. Resolution No. 2019-179, accepting quotes and awarding 2017-013 5th Avenue South Phase 2 Lighting Improvements to Granite Ledge Electrical Contractors Inc. K. Approve assessment waiver agreements for 901 5th Avenue South, 204 4th Avenue South and 1823 Wentworth Avenue and authorization to certify the assessments L. Approve performance recognition awards to Ryan Garcia, Michelle Pietrick, George Emerson and Deb Krier M. Approve conditional job offer to Cassandra Ciupik for a part time Community Service Officer position effective on or after December 16, 2019, at a starting salary as outlined in the current AFSCME contract, contingent on the successful completion of a background investigation N. Engineering Services Agreement for final design services with Bolton & Menk for Stickney Avenue O. Authorize execution of a televising contract with the successful low bidder for sewer televising services for an amount not to exceed $20,000 Motion carried 7 ayes /0 nays 9A) Public Hearing – 2020 Budget, Tax Levies, Fee Schedule and CIP Moved by Seaberg/Hansen MOVED: To adopt Resolution No. 2019-168, adoption of 2020 Property Tax Levy. Motion carried 7 ayes/0 nays Moved by Kaliszewski/Flatley MOVED: To adopt Resolution No. 2019-169, approve 2020 Economic Development Authority Property Tax Levy. Motion carried 7 ayes/0 nays City Council Minutes of December 2, 2019 2 Moved by Hansen/Forester MOVED: To adopt Resolution No. 2019-170, final approval of 2020 Housing and Redevelopment Authority Property Tax Levy. Motion carried 7 ayes/0 nays Moved by Kaliszewski/Forester MOVED: To adopt Resolution No. 2019-171, adopt the 2020 Operating Budgets. Motion carried 7 ayes/0 nays Moved by Forester/Flatley MOVED: To adopt Resolution No. 2019-172, approving the 2020 fees and charges schedule. Motion carried 7 ayes/0 nays 10A) Prosecution Services Moved by Forester/Dewey MOVED: To approve the contract for prosecution services with Campbell- Knutson based upon their revised proposal. Motion carried 5 ayes/2 nays (Hansen and Seaberg) 10B) Conditional Use Permit – 710 19th Avenue North Moved by Hansen/Dewey MOVED: To adopt amended Resolution No. 2019-164, as amended, approving a Conditional Use Permit for a school use for the property located at 7109 19th Avenue North.
