SOUTH ST. PAUL CITY COUNCIL MINUTES OF DECEMBER 2, 2019 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on Monday, December 2, 2019. Approve conditional job offer to Cassandra Ciupik for a part time Community Service Officer position effective on or after December 16, 2019, at a starting salary as outlined in the current AFSCME contract, contingent on the successful completion of a background investigation N. Engineering Services Agreement for final design services with Bolton & Menk for Stickney Avenue O.
