SOUTH ST. PAUL CITY COUNCIL
MINUTES OF JANUARY 6, 2020
Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on
Monday, January 6, 2020.
ROLL CALL:
Present: Mayor Francis
Councilmembers Dewey, Forester, Hansen, Kaliszewski
and Seaberg
Absent: Councilmember Flatley
Also Present: City Administrator, Joel Hanson
Attorney, Kori Land
City Clerk, Christy Wilcox

• There were no presentations
6) Citizens’ Comments
• Mike Madland discussed the Concord Street Improvement and asked the City
Council to look at this improvement based upon comments made on social media.

MOVED: To approve the agenda.

8) Consent Agenda

Resolved, that the South St. Paul City Council does hereby approve the following:
A. Minutes of the City Council meeting of December 16, 2019
B. Business Licenses
C. Resolution No. 20920-1, appointing Election Judges and the Absentee Ballot
Board for the 2020 Elections

D. Purchase of a combination sewer jet/vacuum truck body and equipment from
Macqueen Equipment in the amount of $573,392.00
E. Resolution No. 2020-3, approving a Joint Powers Agreement with Dakota
County for SHIP Grant Funding for the Kaposia Landing Bryant Avenue
Bridge Pedestrian Feasibility Study
F. Resolution No. 2020-2, approving an electrical agreement between the City
and Patrick McMullen
G. Designate St. Paul Pioneer Press as the official publication for the City of
South St. Paul
H. Resolution No. 2020-4, designating City depositories and delegating
electronic funds transfer authority for 2020
I. Resolution No. 2020-5, approving accounts payable
J. Resolution No. 2020-6, relating to airport; approving Assignment of Lease
(6205 Crossman Lane) at the Fleming Field Airport
K. Accept the 2019 3rd Quarter Financial Report
L. Resolution No. 2020-7, authorizing adjustment to City’s meal and mileage
reimbursement rates

9A) Public Hearing – Revocation of Rental Licenses
City Attorney Kori Land conducted a license revocation public hearing and presented
evidence on the rental licenses of:
• 216 2nd Avenue South
• 224 2nd Avenue South
• 221 Grand Avenue W. #309
• 131 8th Avenue North
• 337 11th Avenue South
• 448 1st Avenue South
• 227 4th Avenue South
• 1020 3rd Street South
• 211 5th Avenue South
Mayor Francis asked for any comments at this time.
• Kenneth Ubong Udoibok, Attorney representing One Life Health Services
provided a letter which was accepted. Mr. Udoibok was given an opportunity to
be heard and requested a continuance of the public hearing for review
• Letter was received and accepted from Douglass Turner, Attorney representing T.
Ryan Johnson
• Jake Mildon, property owner
• Kevin Dunlevy, Attorney representing Jon Metz requested a continuance of the
public hearing for further review
• Jon Metz, rental property owner
• Richard Yaeger, citizen
• Lisa Lawrence, resident of rental property

MOVED: To continue the public hearing on the license revocation of the rental
licenses to February 3, 2020.
