SOUTH ST. PAUL CITY COUNCIL MINUTES OF JANUARY 21, 2020 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on Tuesday, January 21, 2020. ROLL CALL: Present: Mayor Francis Councilmembers Dewey, Flatley, Forester, Hansen, Kaliszewski and Seaberg Absent: None Also Present: City Administrator, Joel Hanson Attorney, Peter Mikhail City Clerk, Christy Wilcox Director of EDA, Ryan Garcia 5) Presentations • There were no presentations 6) Citizens’ Comments • Jeff McDonald, Kaposia Days Committee member requested the City to consider issuing a permit or license to allow them to conduct a carnival with rides and games. 7) Agenda Moved by Seaberg/Kaliszewski MOVED: To approve the agenda. Motion carried 7 ayes /0 nays 8) Consent Agenda Moved by Kaliszewski/Forester Resolved, that the South St. Paul City Council does hereby approve the following: A. Resolution No. 2020-8, approving the application for fiscal year 2020 Dakota County Community Development Block Grant Funding B. Business Licenses C. Purchase of a vehicle lift from Rotary Lift in the amount of $21,105.00 D. Adopt the Surface Water Management Plan (SWMP) City Council Minutes of January 21, 2020 1 E. Approve Construction Administration Services Amendment request for additional services rendered on the Wentworth Sidewalk Project F. Minutes of the City Council meeting held January 6, 2020 G. Approve the Airport T-Hangar Leases as presented H. Reappoint Ian Hardie to the Dakota Broad Band Executive Committee I. Resolution No. 2020-10, accepting donation from the Coss Family Foundation J. Resolution No. 2020-11, declaring certain City property as surplus and approving donation of the surplus property K. Purchase of a Kubota RTV from Lano Equipment in the amount of $19,150.00 L. Approve final payment to Granite Ledge Electrical Contractors, Inc. for the 5th Avenue South Phase I Lighting Improvements M. Resolution No. 2020-12, approving accounts payable N. Approve correction of the 2020 Fee Schedule to include the video copy charge in the Police Fees and Charges O. Resolution No. 2020-13, approving the 2020-2021 contributed services agreement between the City of South St. Paul, the City of West St. Paul, and the South Metro Fire Department P. Authorize the scheduled purchase of replacement computers and related equipment Q. Reappoint Mayor James Francis to the Dakota Broad Band Board and Councilmember Tom Seaberg as alternate 10A) Accept Letter of Resignation from Finance Director Moved Seaberg/Kaliszewski MOVED: To accept the letter of resignation from Michelle Pietrick, Finance Director with the City of South St. Paul effective February 13, 2020. Motion carried 7 ayes/0 nays 10B) Monument Sign and Wall Sign – Conditional use Permit at 201 5th Avenue South Moved by Hansen/Flatley MOVED: To adopt Resolution No. 2020-9, approving a Conditional Use Permit for a monument sign and a wall sign for the property located at 201 5th Avenue South. Motion carried 7 ayes/0 nays City Council Minutes of January 21, 2020 2 10C) First Reading – City Code Section 118-199 relating to height of fences Councilmember Seaberg introduced the following proposed ordinance for its first reading: AN ORDINANCE AMENDING SOUTH ST.
