SOUTH ST. PAUL CITY COUNCIL MINUTES OF FEBRUARY 3, 2020 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on Monday, February 3, 2020. ROLL CALL: Present: Mayor Francis Councilmembers Dewey, Flatley, Forester, Hansen, Kaliszewski and Seaberg Absent: None Also Present: City Administrator, Joel Hanson Attorney, Kori Land City Clerk, Christy Wilcox 5) Presentations • There were no presentations 6) Citizens’ Comments • There were no citizen comments 7) Agenda Moved by Seaberg/Flatley MOVED: To approve the agenda. Motion carried 7 ayes /0 nays 8) Consent Agenda Moved by Kaliszewski/Dewey Resolved, that the South St. Paul City Council does hereby approve the following: A. City Council Meeting Minutes of January 21, 2020 B. Resolution No. 2020-14, approving accounts payable C. Resolution No. 2020-17, to participate in the State of Minnesota’s Performance Measurement Program D. Business Licenses City Council Minutes of February 3, 2020 1 E. To approve the following list of Fill Permit Renewals Company Site Frattalone's Dawnway, LLLP Dawnway Landfill Danner Inc. 587 Verderosa orig 2 acres Danner Inc. 587 Verderosa add 4.81 acres F. Design services amendment request for additional services associated with the Seidl’s Lake Lift Station Project G. Resolution No. 2020-15, authorizing the 2019 Budget Amendments H. Resolution No. 2020-16, authorizing the appointment of Clara Hilger as Acting Financing Director and establishing a temporary salary adjustment during that interim role I. Approve position description for a shared Arena/Parks Maintenance position and authorize recruitment to fill position Motion carried 7 ayes/0 nays 9A) Rental License Revocation Hearings City Attorney Kori Land opened up the continued public hearing and presented updated and additional information. After the hearing the City Council may deny the license, suspend or revoke the licenses or to consider other actions against the property owner. Doug Turner, Attorney representing T. Ryan Johnson appeared on his behalf. Mr. Turner acknowledge that there have been some mistakes in the past and some management problems. Jon Metz appeared to discuss his rental licenses and asked the City Council to consider approving his rental licenses as provisional and will continue to work with the City. Mr. Metz has hired Housing Hub to management his properties. Madeline Kastner from Dakota County was present to update how they will work with the tenants in relocating. Moved by Seaberg/Forester MOVED: To revoke the rental licenses by T. Ryan Johnson and direct the City Attorney to prepare a resolution for consideration at the next meeting. Motion carried 7 ayes/0 nays City Council Minutes of February 3, 2020 2 Moved by Kaliszewski/Hansen MOVED: To approve provisional rental licenses for the properties owned by Jake Mildon and Jon Metz and authorize the City Attorney to prepare a resolution for consideration at the next meeting. Motion carried 6 ayes/1 nay (Flatley) 9B) Call Hearing – Application for an On-Sale Intoxicating Liquor License at 600 North Concord Street Moved Seaberg/Kaliszewski MOVED: To call for a public hearing to be held on Tuesday, February 18, 2020, to consider the application for an On-Sale Intoxicating Liquor License by Eduardo Calvillo Garcia and Jorge Tirado Hernandez (Las Islas Gemelas, LLC) at 600 North Concord Street.
