MINUTES OF FEBRUARY 18, 2020
Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on
Tuesday, February 18, 2020.

Resolved, that the South St. Paul City Council does hereby approve the following:
A. Business Licenses
B. Resolution No. 2020-26, approving accounts payable
C. Accept letter of resignation from Derek Quade, Code Enforcement Officer
with the City of South St. Paul effective February 28, 2020.
D. Approve job description for Housing Program Administrator and authorize
staff to begin the recruitment process to fill the position

E. Resolution No. 2020-21, receiving feasibility report and calling for the public
hearing for 2016-11 – Concord Street (TH 156) Improvements, I-94 to
Annapolis
F. Resolution No. 2020-22, accepting funds for the Giant Easter Egg Hunt from
the South St. Paul Lions Club
G. Approve a conditional job offer to Antonio Cortez for a part-time Community
Service Officer position, effective on or after March 2, 2020, at the starting
salary as outlined in the current AFSCME contract and contingent upon the
successful completion of a background investigation

• Submit a copy of the State Health Department License
• Approval by the City Building Official and Fire Marshal
• Certificate of Insurance

11th Avenue South

Southview Shopping Center for existing parking areas 33 feet from the centerline of
Southview Boulevard and 37 feet from the centerline of 13th Avenue South.

10D) Interim Use Permit Request at 310 Airport Road

Interim Use Permit for a temporary convention/banquet hall at 310 Airport Road (Hangar

10E) 2nd Reading – Ordinance Relating to Front Yard Fence Heights

MOVED: That Ordinance No. 1351, an ordinance amending South St. Paul City
Code Section 118-199 regarding front yard fence heights be adopted and authorize is
publication.

10F) First Reading – Ordinance Amendment to Concord Gateway Mixed Use District
Councilmember Flatley introduced the following proposed ordinance for its first reading:
AN ORDINANCE AMENDING SOUTH ST. PAUL CITY CODE SECTION 118-125
REGARDING BODY ART ESTABLISHMENTS, CHURCHES, MEDICAL USES (FOR
ANIMALS), SCHOOLS, AND DRIVE-THROUGH FACILTIES
