SOUTH ST. PAUL CITY COUNCIL MINUTES OF FEBRUARY 18, 2020 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on Tuesday, February 18, 2020. ROLL CALL: Present: Mayor Francis Councilmembers Dewey, Flatley, Forester, Hansen, Kaliszewski and Seaberg Absent: None Also Present: City Administrator, Joel Hanson Attorney, Peter Mikhail City Clerk, Christy Wilcox Director of EDA, Ryan Garcia City Planner, Michael Healy 5) Presentations • There were no presentations. 6) Citizens’ Comments • There were no citizens comments. 7) Agenda Moved by Seaberg/Kaliszewski MOVED: To approve the agenda. Motion carried 7 ayes /0 nays 8) Consent Agenda Moved by Hansen/Kaliszewski Resolved, that the South St. Paul City Council does hereby approve the following: A. Business Licenses B. Resolution No. 2020-26, approving accounts payable C. Accept letter of resignation from Derek Quade, Code Enforcement Officer with the City of South St. Paul effective February 28, 2020. D. Approve job description for Housing Program Administrator and authorize staff to begin the recruitment process to fill the position City Council Minutes of February 18, 2020 1 E. Resolution No. 2020-21, receiving feasibility report and calling for the public hearing for 2016-11 – Concord Street (TH 156) Improvements, I-94 to Annapolis F. Resolution No. 2020-22, accepting funds for the Giant Easter Egg Hunt from the South St. Paul Lions Club G. Approve a conditional job offer to Antonio Cortez for a part-time Community Service Officer position, effective on or after March 2, 2020, at the starting salary as outlined in the current AFSCME contract and contingent upon the successful completion of a background investigation Motion carried 7 ayes/0 nays 9A) Public Hearing – Liquor License Application at 600 North Concord Street Moved by Flatley/Forester MOVED: To approve the On Sale and Sunday Intoxicating Liquor License to Las Islas Gemelas LLC located at 600 North Concord Street subject to: • Submit a copy of the State Health Department License • Approval by the City Building Official and Fire Marshal • Certificate of Insurance Motion carried 7 ayes/0 nays 10A) South Street Flats – Preliminary Plat Planned Unit Development Moved Forester/Flatley MOVED: To approve Resolution No. 2020-23, approving a Preliminary Plat and Planned Unit Development at 300 South Street West. Motion carried 7 ayes/0 nays 10B) Actions Relating to the Rental License Public Hearings of February 3, 2020 Moved by Seaberg/Kaliszewski MOVED: To adopt Resolution No. 2020-18, revoking the rental licenses of 1234 Properties LLC at 224 2nd Avenue South, 216 2nd Avenue South and 221 Grand Avenue West #309 and 131 8th Ave. LLC at 131 8th Avenue North and 337 11th Ave LLC at 337 11th Avenue South Motion carried 7 ayes/0 nays City Council Minutes of February 18, 2020 2 Moved by Kaliszewski/Hansen MOVED: To adopt Resolution No. 2020-19, converting the rental licenses of Skyline Rentals LLC at 448 1st Avenue South and 227 4th Avenue South and J & J Whitetails Farms LLC at 1020 3rd Street South to Provisional Licenses. Motion carried 7 ayes/0 nays Moved by Forester/Dewey MOVED: To adopt Resolution No. 2020-20, converting the rental licenses of Twelve Thirteen Properties LLC at 211 5th Avenue South to a Provisional License. Motion carried 7 ayes/0 nays 10C) Southview Shopping Center Variance – 221-225 13th Avenue South Moved by Flatley/Forester MOVED: To adopt Resolution No. 2020-24, approving Variances for the Southview Shopping Center for existing parking areas 33 feet from the centerline of Southview Boulevard and 37 feet from the centerline of 13th Avenue South. Motion carried 7 ayes/0 nays 10D) Interim Use Permit Request at 310 Airport Road Moved by Seaberg/Hansen MOVED: To adopt Resolution No. 2020-25, approving an amendment to an existing Interim Use Permit for a temporary convention/banquet hall at 310 Airport Road (Hangar #3). Motion carried 7 ayes/0 nays City Council Minutes of February 18, 2020 3 10E) 2nd Reading – Ordinance Relating to Front Yard Fence Heights Moved by Hansen/Flatley MOVED: That Ordinance No. 1351, an ordinance amending South St. Paul City Code Section 118-199 regarding front yard fence heights be adopted and authorize is publication. Motion carried 7 ayes/0 nays 10F) First Reading – Ordinance Amendment to Concord Gateway Mixed Use District Councilmember Flatley introduced the following proposed ordinance for its first reading: AN ORDINANCE AMENDING SOUTH ST.
