SOUTH ST. PAUL CITY COUNCIL MINUTES OF APRIL 6, 2020 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on Monday, April 6, 2020. Pursuant to Minn. Stat. 13D.021, under the current emergency declaration, some or all of the councilmembers may participate by remote locations using WebEx. ROLL CALL: Present: Mayor Francis Councilmembers Dewey, Flatley, Forester, Hansen, Kaliszewski and Seaberg Absent: None Also Present: City Administrator, Joel Hanson Attorney, Peter Mikhail City Clerk, Christy Wilcox EDA Director, Ryan Garcia City Planner, Michael Healy 5) Presentations  The Mayor proclaimed April 22, 2020, as Earth Day throughout South St. Paul and encouraged all of its citizens, organizations, and businesses to celebrate EARTH DAY and promote the protection of our Earth and the Earth of generations to come. 6) Citizens’ Comments  There were no citizens comments. 7) Agenda Moved by Seaberg/Kaliszewski MOVED: To approve the agenda, as amended. Resolution No. 2020-33, denying a lot width and lot size Variance for a proposed duplex conversion at 140 2nd Avenue South D. City Council Meeting Minutes of March 26, 2020 E. Business Licenses F. Drainage and utility easement agreement with Special School District #6 and authorize the Mayor and City Clerk to sign the agreement G. Resolution No. 2020-52, approving the submittal of a Redevelopment Incentive Grant to the Dakota County Community Development Agency H. Engineering Services Agreement with Barr Engineering for Mississippi Erosion Repair Motion carried 7 ayes/0 nays 10A) 2nd Reading Ordinance – Carnivals and Circuses Moved by Seaberg/Hansen MOVED: To amend proposed Ordinance No. 1353 as follows: Defintions: (a) (1): Shows, acts, games, amusements, vending devices, amusement devices, non-exotic animals or sideshows, with or without an admission fee; Motion carried 7 ayes/0 nays Moved Seaberg/Hansen MOVED: To adopt Ordinance No. 1353, amending Chapter 10, Section 10-5, Regarding Carnivals and Circuses and authorize its publication.
