SOUTH ST. PAUL CITY COUNCIL MINUTES OF SEPTEMBER 8, 2020 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on Tuesday, September 8, 2020. PAUL 10B) Second Reading – Establishing A Solar Energy Ordinance Moved by Forester/Flatley MOVED: To adopt Ordinance No. 1363, An Ordinance Establishing A New Solar Energy Ordinance. Motion carried 7 ayes/0 nays 10C) Water Supply Plan Moved by Seaberg/Hansen MOVED: To adopt the Water Supply Plan as presented this evening and authorize the City Engineer to sign the Certificate of Adoption to be submitted to the Department of Natural Resources (DNR). Motion carried 7 ayes/0 nays City Council Minutes of September 8, 2020 2 10D) Armour Drive at Kwik Trip Pavement Repairs Moved by Hansen/Seaberg MOVED: To approve the proposal for services with URETEK USA, Inc. for pavement and foundation repairs on Armour Drive at the Kwik Trip driveway and approve the right of entry agreement with Kwik Trip pending final approval by the City Attorney. Motion carried 7 ayes/ 0 nays 10E) First Reading – Establishing Zoning Standards for Child and Adult Day Care Councilmember Seaberg introduced the following ordinance for its first reading: AN ORDINANCE AMENDING SOUTH ST.
